LTS is seeking a Technical Project/Budget Manager to support the Department of Veterans Affairs (VA). The Technical/Project Manager primary responsibilities will be to provide strategic support through implementing SAFe Agile Framework practices/principles, while also managing the overall product line budget. Responsibilities and Qualifications:

Manage Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps, or other iterative development approachesStrong project management, budget analysis and management, governance, oversight, and reporting capabilitiesManage a product line budget including providing report submissions, management, analysis, guidance, and strategic directionStrong analytical and time management skills to support competing priorities, data calls, and ongoing progress reportsUnderstanding of the VA Healthcare IT systems/products/processesAbility to understand, document, and recommend technical management approaches on projectsExpertise in managing parallel projects under a complex program while also providing program level support cross-functionallyExperience with creating a strategic roadmap, with alignment to goals and operations plansMeet and exceed performance metrics, AQLs, and report progress with justification, recommendations, and an innovative approachServe as an escalation point for customer concerns if/when they arise and identify appropriate resolutions to achieve client satisfaction in a timely mannerUnderstand existing processes and identify how to improve and streamline them to improve team efficiency and effectivenessProvide support for product teams as it relates to automation, CI/CD, and DevOps and/or DevSecOpsManage and coordinate process requirements across various projectsAbility to prioritize and manage multiple tasks concurrentlyResponsible for collecting, analyzing, managing, and reporting key Product Line execution status and metrics across all aspects of the Agile product development lifecycleResponsible to support communications, program baseline support, strategic planning and analysis, data collection, quality reviews, risk management, scheduling, and overall management of supporting sub-product lineMonitor, track, and provide client reports on project schedule, work plan, risks, and budget to ensure the project meets targeted dates and goalsEnsure capture and monitor action items status, produce, and communicate meeting minutes and drive action to their proper resolution or conclusionSupport fast turnaround requests for data calls and be able to understand the ask and request data from the appropriate program resourceManages the direction of a project through the design, implementation, and testing in accordance with project objectives.Understand the client s business issues and data challenges; perform gap analysis and recommend solutionsCoordinate with cross-discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedulesMeet with project managers or stakeholders to identify and resolve issuesCreate project deliverables, including artifacts and ensuring that they adhere to quality standardsUse source data to evaluate the effectiveness of projects and business processesConduct research, analyze information needs, and perform analysis to support the delivery of relevant artifacts including business process diagrams, reports, and presentationsEstablish effective project communication plans and ensuring their executionVerify data and information and analyze it to suit the direction of a projectTrack, forecast and report on project progress including metrics and challengesWork with all team members to analyze changes in requirements and recommend the most expedient solutions in a timely mannerLeverage excellent writing skills to translate complicated issues from multiple information sources into a clear point of view, and create a compelling, concise, and well-written narrativeLeverage excellent presentation development skills to synthesize complex information into succinct visualizations using PowerPoint and work with graphics designers to develop advanced visualizationsRequirements:

Bachelor s Degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline + 15 years of relevant experience.An additional 10 years of experience is required in lieu of a degreeAbility to obtain and maintain a Public TrustAbility to work in a fast-paced, collaborative environmentExperience in all areas of the software development life cycleStrong facilitation and excellent verbal communication, oral presentation, analytical and written communication skillsKnowledge and experience working in the VA Healthcare IT spaceProficient with MS Office, MS SharePoint, MS TeamsCertified SAFeProficient in budget management, analysis, and reportingExcellent planning and project oversight skillsExcellent leadership, management, and delegation skillsExcellent prioritization and time management skillsExcellent attention to detail and ability to meet deadlines and stay organizedExcellent conflict management and servant leadership skillsAbility to manage multiple concurrent projects, as well as provide program level support cross-functionallyDesired Skills:

VA-specific project management experience (Highly Preferred)Government and VA OIT budget management and analysis (Preferred)Project Management Professional PMP Certified (Highly Preferred)Demonstrated hands-on experience in DevSecOps environment (Preferred)Understanding of Lean Six Sigma and LEAN principles and processesHighly motivated and analytical; proven problem-solving abilitiesAbility to take initiative and demonstrate enthusiasm when working in a fast-paced environmentWillingness and ability to quickly learn new skills, new client environments, and grow domain expertiseAbility to conduct independent research to lead or support the resolution of complex issuesExperience with Jira, GitHub, SharePoint, and Visio is desirableExperience with tools like Jira and its use to manage projects using the Agile methodology is preferredLTS is an Equal Opportunity Employer.
