to support the Long Range Air Defense business unit in

Elkridge, MD

The Voice Switch product line is the leader in Voice Switch communication systems for the FAA.

We have systems installed in over 70% of the nations airport that include ground control, take-off/landing and airspace at TRACON facilities throughout the nation.

The Long Range Air Defense & Detection Systems (LRAD & DS), an organization within NGMS, is a leading designer, producer, and supplier of high-performance radars, Bio-Hazard Detection Systems and Voice Switch communication systems. These systems are fielded and operationally proven in challenging environments with customers within the US Defense Department, US Postal Service and Federal Aviation Administration as well as customers worldwide.

What You'll Get to Do:

The primary objective will be the delivery of products related to development contracts, maintenance and repair type contracts - ensuring the program cost and maintaining scheduled deliveries.

The individual will lead a cross-functional organization aligned to common program performance goals.

Program Managers are responsible for supporting all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

CAM Lead for delivering Voice Switch with integrated Long Range Radar Systems.

Cultivating customer relationships and intimacy to develop further opportunities within the customer community.

Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.

Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.

Measuring and reporting program performance.

Delivering presentations to customers, executive management and other program stakeholders.

Creation, review and finalization of the program Statement of Work.

Identification, distribution, tracking, and completion of program requirements.

Establishment and management of the program and subordinate baselines.

Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

Identifying, allocating and managing program resources, including workforce planning.

Managing Government/customer supplied property or information (GFE, CFE, etc.).

Managing supplier schedules to meet program objectives.

Adherence to all internal processes, policies, and applicable industry standards.

Ensuring program team understands and adheres to contract scope, and manages change through control board activities.

Development and adherence to master plans and schedules.

Conducting thorough risk & opportunity management practices including identification, mitigation and realization.

Program Managers in our group often "dual hat" as OPMs and Systems Leads.

Basic Qualifications:

Bachelors Degree and 6+ years of related experience or a Master's Degree and 4+ years of related experience (Note: An additional 2 years of experience with an Associates Degree and applicable work experience may be substituted for a Bachelor's Degree).

Experience leading teams/organizations and the performance of tasks on schedule, at cost and achieving all requirements.

Track record of maintaining excellent internal and external customer relationships.

CAM Certified.

Strong problem-solving and organization skills in both independent and team environments; ability to "fill in the gaps" and move forward with incomplete information.

Demonstrated experience adjusting communication (both written and verbal) to audience (from manufacturing technician up through customer and executive management).

US Citizenship required.

Preferred Qualifications:

Preferred experience in Operations.

Proposal Management and/or Business Development experience.

Bachelor's of Science Degree in Project Management with 5 years of experience.

Salary Range:

$120,800 - $181,200

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
