Job Description

YRCI is seeking a full-time Human Resource (HR) Specialist (Retirement and Benefits) to support our Human Resources Remote Operations Center (HRROC ), located in Reston, VA. YRCI's HRROC is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!

Although the YRCI home office is located in Reston, VA, this position is fully remote.

  • Certify and process beneficiary forms, Federal Employee Health Benefits (FEHB), Federal Employee Group Life Insurance (FEGLI), Thrift Savings Plan (TSP), and health benefit court orders into the payroll system.
  • Determine benefit actions for health benefits, life insurance, and TSP while employees are in Leave Without Pay (LWOP) status including personal, worker compensation, and military; process associated personnel and payroll actions into the payroll system.
  • Calculate and determine Service Computation Dates (SCD) for leave, retirement, Reduction in Force (RIF), TSP, and law enforcement purposes.
  • Perform research, and conduct analysis of employee records, and review records for accuracy utilizing multiple systems including electronic Official Personnel Folders (eOPF) for all types of Benefits transactions.
  • Apply Federal Benefits regulations, policies, procedures, and terminology to daily work, and provide guidance to HR Representatives regarding Benefits transactions.
  • Research and resolve problems regarding employee Benefits transactions and coordination with other teams, and HR staff members.
  • Initiate and maintain communications with HR Office staff, client organizations, and employees.
  • Explain complex Federal Benefits processes to customers and assist them in completing standard documents and forms required to complete various Federal Benefits actions.
  • Ensure all paperwork submitted for HR processing is accurate and complete according to established guidelines, references, and manuals.
  • Provide solutions and develop corrective guidance or operating procedures to know concerns.
  • Prepare retirement and survivor benefits computation for law enforcement and non-law enforcement employees.
  • Process Standard Form (SF)-52 documents for retirements and death in service actions.
  • Conduct programs of compensation and benefits and job analysis for employer.
  • Plan, develop, evaluate, and communicate methods and techniques for selecting, promotion, compensating, evaluating, and training workers.


Job Requirements

  • Must be a U.S. Citizen.
  • Master's degree plus 10 years of hands-on operational experience in Federal retirement and benefits experience; OR 12 years' experience may be substituted for a Master's Degree; OR a Bachelor's Degree plus 8 years of federal retirement and benefits experience.
  • Ten plus years of Federal Benefits and Retirement with work that involves providing guidance and consultation to Agency employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, employee related policies, injury compensation, transit, and telework.
  • Demonstrated outstanding customer service support in responding to employee inquiries regarding Federal Benefits required.
  • Understanding benefits calculations including Service Computation Dates (SCD).
  • Recent experience processing other Federal Benefits including: Federal Employee Group Life Insurance (FEGLI), Beneficiary Forms, Federal Employee Health Benefits (FEHB) related court orders, and Thrift Savings Plan (TSP).
  • Excellent communication and listening skills.
  • Effective interpersonal skills; confident and warm demeanor over the phone.
  • Advanced knowledge of Federal Benefits regulations is a must and well as a full understanding of Agency Retirement and Benefit programs.
  • Ability to apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Attention to detail, data quality, and data integrity.
  • Must be proficient in the use of Microsoft Office Suite.
  • Must be able to obtain and maintain the government-required security clearance.
  • Provides expertise for HR programs requiring expert knowledge of Federal HR terminology, operations, procedures, and requirements.
  • Must be capable of completing high-quality work expeditiously under minimal supervision; may act as Team Lead over lower-level positions.
  • Position requires proven administrative skills and experience with HR automated systems.
