Summary

These positions will serve as the Technical Service Provider (TSP) and the Watershed Branch Chief(s) and are located within the National Headquarters, Conservation Planning and Technical Assistance Division to direct the Watershed Programs and the TSP branches. They provide national leadership to develop and recommend policy and direct implementation of policy and procedures for consistent application across Watershed Programs and the TSP operations.

Duties

  • Coordinates across Deputy Chief and Division lines, and with Regional Conservationists, State Conservationists, and National Center Directors to ensure outcomes activities are coordinated within the agency and responsive to agency needs.
  • Define the future direction of the agency by providing highly complex analyses and reviews of natural resource conservation treatment needs and accomplishments that are critical for policy and decision making.
  • Collaborates with peers across Federal agencies and other organizations to monitor approaches to and developments in outcomes measurement, share lessons learned, and identify research needs.
  • Develops/oversees a portfolio of assessment projects that ensures Natural Resources Conservation Service (NRCS) leadership has timely and accurate outcomes information necessary to inform and maximize the benefits of future conservation investments.
  • Directs and responds quickly and accurately to short deadlines from both internal and external US Department of Agriculture (USDA) customers to address and support the resolution of high level and high impact policy and program issues.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).

Basic Education Requirement:

Degree: Must have Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit transcripts.)

OR

Combination of education and experience:Courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.)

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

To qualify at the GS-15 grade level, you must meet the following:

Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
  1. Collaborating with staff to coordinate work related to natural resources management conservation programs;
  2. Making recommendations to leadership regarding natural resource concerns;
  3. Developing employees on administrative matters by providing advice and instruction on assigned work;
  4. Analyzing natural resources management policies to recommend changes needed promote national consistency and efficiency; and
  5. Evaluating performance of subordinates by conducting performance appraisals.

Note: There is no education substitution for the GS-15 level.
