POSITION SUMMARY/CLASS DESCRIPTION

Professional level contingent human resources work which includes a variety of duties in the areas of EEO investigation.
ESSENTIAL DUTIES AND RESPONSIBILITIES

The Contingent Employee Relations Investigator duties include the following.

Under general direction, assists with and conducts timely, accurate labor relations investigations.

Examples of expectations are provided below:

  • Conducts impartial investigations of complaints of employee misconduct, work complaints, or other employee concerns, including for example, complaints based on violation of County regulation and policies, allegations of discrimination and harassment on the basis of protected class status, retaliation, workplace violence, and misuse of County property.
  • Analyzes allegations of the complaint and researches applicable regulations and policies associated with those complaints to identify the appropriate violation(s) to investigate.
  • Develops an investigation plan and researches background information related to the complainant, respondent, witnesses, and other related parties. Provides notifications of the investigation to appropriate parties, including respondents, witnesses, and applicable unions.
  • Documents findings of the investigation process in a timely fashion by preparing an investigation report for formal investigations and other fact-finding reports, position statements, and case files.
  • Prepares investigative plans.
  • Conducts telephone, in-person, or video interviews, and assists with responses to requests for information or interrogatories;
  • Prepares timely investigation reports and other fact-finding reports, position statements, and case files.
  • .Reviews issues to ensure consistent and clear guidance on the application of organizational policies, County Code and collective bargaining agreements.
  • Investigates, gathers and analyzes information to ensure that employment actions comply with established policies, HR laws, and Collective Bargaining Agreements.
  • Prepares clear, accurate written communications.
  • Attends hearings and participates as a witness as needed.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

  • Bachelor's Degree and four (4) years related experience, or equivalent combination of education and experience.
  • Previous experience in conducting investigations.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

Ability to write complex reports and correspondence in such a manner as to be understandable by readers not familiar with human resources terminology.

Ability to read and interpret complex documents related to areas of responsibility.
Ability to speak effectively before groups.

Knowledge of methods and techniques employed in gathering and compiling data. Ability to use computerized methods to research information.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Employee must be able to travel to County worksites and other locations as needed for investigative tasks and interviews or to provide training.
