Position Summary

The Mid-level Counterintelligence Analyst will plan, develop, organize, and conduct special research studies providing comprehensive assessments of broad, exceptionally complex, or highly sensitive issues within the assigned area. Develop methods of evaluating the validity, accuracy, and reliability of a broad array and high volume of information, for translation into intelligence relevant to the organization. This position supports the mission of the United States Agency for International Development (USAID) Bureau for Management (M Bureau) by providing administrative, analytical, and technical support to USAID, M Bureau, and select Operating Units (OU). The performance of this position is key to RavenTek's performance on the USAID Intel contract, and therefore RavenTek's mission to support USAID.

Essential Duties and Responsibilities
  • Independently plans, prepares, and conducts counterintelligence threat briefings for USAID employees conducting official and unofficial travel, or participating in foreign visits to USAID bureaus and offices.
  • Applies knowledge of foreign intelligence entity operations and modus operandi to formulate briefings and provide recommendations to travelers and senior agency officials transitioning to overseas posts.
  • Responsible for keeping abreast of significant developments and ensuring top-level agency officials are briefed or otherwise kept apprised of developments which could impact the agency's mission, planning, or personnel.
  • Responsible for preparing all associated reporting.
  • On a daily basis, conducts research and analysis on matters of counterintelligence.
  • Identifies trends and conducts analysis on counterintelligence threats and vulnerabilities.
  • Periodically conducts counterintelligence assessments of USAID facilities and programs worldwide.
  • Provides advice and recommendations, as needed, to enhance security measures and protect critical information.
  • Ensures counterintelligence training is tailored to the supported missions.
  • Prepares education materials, and regularly conducts counterintelligence and insider threat awareness training during new employee orientation training.
  • Uses data gleaned from debriefings to reflect current intelligence collection methods, trends, and capabilities used by foreign intelligence entities.
  • Establishes and conducts regular liaison with internal bureaus and offices, external law enforcement, and members of the intelligence community to facilitate the exchange of information and maintain contacts required to support the mission.
  • Represents USAID and further participates in inter and intra-agency conferences and symposia as required.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit MSRs (Monthly Status Report) (weekly, monthly, etc.) as required.
  • Complete required compliance training as assigned by RavenTek.
  • Monitor and respond to RavenTek email a minimum of 3 times per week.
  • Other duties as assigned.

Qualifications, Knowledge, and Critical Skills
  • Capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with internal and external government agencies to effectively carry out this position's duties.
  • Proficient in crafting all types of correspondence that reach their target audience with clarity and comprehension to include the senior management level.
  • Skillful in giving briefs, guidance, and methodologies to a diverse audience.
  • Knowledge of espionage cases, foreign intelligence collection methods, and the insider threat, with the ability to apply that knowledge as required.
  • Uses knowledge of available intelligence community data holdings, conducts research in support of USAID bureaus and offices sponsoring foreign visitors.
  • Uses information gleaned to prepare and conduct foreign visitor awareness briefings.
  • Uses knowledge of foreign intelligence collection methods, debriefs USAID personnel returning from foreign travel or those who have participated in foreign visits to USAID bureaus and offices.
  • Excellent oral and written communication skills.
  • Proficient in office automation tools.
  • Proficient in the conduct of counterintelligence functional services.

Education & Experience
  • BS/BA required.
  • Minimum of five years counterintelligence experience with US Government agencies at the GS-09/11/12 level (or equivalent).

  • None

Special Requirements
  • Top Secret/SCI security clearance required.

Work Environment

When working on-site, employees will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs regularly.

Physical Demands

Employees need to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require the ability to work on a desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Employees may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
