DESCRIPTION OF SERVICES:
C.1 Objective:
The Office of House Information Resources (HIR), Enterprise Operations & Facilities (EO&F) Directorate, is in search of one highly qualified Contractor with advanced experience in enterprise class Server, Storage, and Data Protection solutions on-premises and in the cloud.
This SOW establishes the Offeror's level of effort for contract services to provide support in architecting, installing, deploying, and configuring solutions including system administration, operational support, and maintenance of hardware and software for the U.S. House of Representatives (House).
C.2 Background:
The Chief Administrative Officer (CAO) of the House has been charged by the Committee on House Administration (CHA) with supporting and maintaining the information technology (IT) and service support structure of the House.
EO&F is responsible for managing the data, operating systems, hardware, and data center infrastructure for many House Enterprise Applications including, but not limited to House Financials, House Cloud File System (HCFS), Messaging, Mobility, and specific CMS Vendors. With the infrastructure continuing to expand and increase in complexity, the demands on the EO&F Directorate requires additional engineering support for operations, maintenance, and technology improvement activities to maintain top-level service to the Members and staff of the House.
C.3 Scope:
The Systems Engineer - Cloud Support contractor will provide for the augmentation of the current EO&F Directorate in support of daily operations and maintenance with a focus on architecting, deploying, and maintaining cloud-based solutions and process automation in support of enterprise class Server, Storage, and Data Protection solutions on-premises and in the cloud for Member offices, enterprise messaging, financial systems, vendor servers, CAO servers, databases, and application servers.
This engineer will serve full-time, approximately 2000 hours per year, to assist EO&F with system administration activities relating to the evolving House Infrastructure. This includes, but is not limited to, managing the EO&F environment, supporting capacity planning, providing performance and trending analyses, advanced troubleshooting, and assisting with new technology integration, research, and deployment. Candidates submitted for this task should be flexible enough to work a diversified schedule at all House data center locations, via telework (at the discretion and approval of the House), and participate in 24x7 on-call technical support rotation.

C.4 Description of Work:
The Systems Engineer - Cloud Support will work directly with the Enterprise Operations & Facilities
(EO&F) Enterprise Storage & Data Protection (ESDP) Branch performing the following duties:
Provide technical guidance in analyzing and evaluating storage and data protection policies, architecture, success rates, and future automation opportunities.
Provide daily management of production PURE, Commvault, Cisco, and cloud systems.
Provide daily support of customer requests for storage and data protection efforts to include but not limited to: SAN zoning; storage creation, deletion, expansion, troubleshooting; and backup and restore operations for Exchange, Windows file systems, Unix files systems, Oracle databases, and SQL databases.
Incumbent will also aid in planning, designing, and evaluating hardware and software recommendations to enhance and improve the Enterprise Storage and Data Protection systems as a whole.
Position may require the ability to work shifts to provide support 24 hours a day, 7 days a week statement of Work:

Minimum qualifications include 10 years of IT experience and 6 years of relevant experience
with storage and data protection with a mixture of cloud and on-prem solutions.
Evaluation, implementation, and management of production software and hardware such as
Commvault Hyperscale, Windows File Server, PURE FlashArray and FlashBlade, NetApp, and
WS storage and compute.
Deployment and operational support of On-Premise and cloud infrastructure.
Integrate and operate environments for multiple applications.
Work with engineering, security, and operations staff to ensure deployments are secure,
observable, and stable.
Collaborate with the engineering, operations, security, and enterprise teams to improve the
performance, security, and cost-effectiveness of h ybrid environments.
Monitor service usage and costs and propose more efficient and cost-effective solutions.
Recommend improvements; maintain/monitor production and non-production systems to ensure
infrastructure is stable and operating efficiently in its target environment.
Must have the ability to independently rollout and manage projects.

Write knowledge base documents to improve operations, standard operation procedures, and
contribute to the organization.
Work directly with customers and system owners to determine dependencies, identify best
methods of troubleshooting, and understand system configuration requirements.
Implementation and maintenance of enterprise level automation via process and/or scripting.
Communicating technical topics to elected officials, senior executives, managers, and IT
professionals in a manner appropriate to their knowledge level.
Ability to comprehend and integrate complex computer technology and software.
Maintaining effective working relationships with colleagues, users, contractors, and vendors.
Operating systems security.
Strong analytical and problem-solving skills to troubleshoot and resolve issues.
Candidates must be able to secure and maintain Federal Government security clearances as
deemed appropriate by management.
Must be a US citizen.

CI.6 Desirable Skills include:
A bachelor's degree in the related field is preferred with consideration given to an equivalent combination of education and work experience.
Knowledge of programming languages/Understanding of ansible, python, and/or PowerShell scripting
Knowledge of cloud technologies (storage, compute)
Understanding of VMware ESX; vSphere; vCenter
Understanding of IT security and encryption technologies
Knowledge of Network Attached Storage (NAS) technologies

Understanding of Kubernetes, OpenShift, Portworx and containers
