Job Description

Clearance Requirement: Candidates must be eligible to obtain and maintain a favorable suitability determination.

SciTech Services is seeking an Administrative Assistant with experience providing support to the National Institutes of Dental and Craniofacial Research (NIDCR). The Administrative Assistant will provide administrative and analytical support to the Senior Budget Analyst, Deputy Budget Officer, and Budget Officer.

Duties include but are not limited to:
  • Perform budget development, formulation, and presentation according to guidelines.
  • Execute budget analysis assignments that require application of well-established budget principles, theories, and concepts.
  • Review office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines with OMB circulars.
  • Contribute to the preparation of budget estimates and justifications by collecting and presenting current and historical financial and program performance data to assist managers and program staff with the development of budget requests.
  • Provide information and assistance to program managers on requirements and acceptability of routine budget documents.
  • Support budget formulation and justification, organize and document budget data according to appropriations, common account numbers (CANs), object class, develop briefing materials for senior executives.
  • Conduct independent research and analysis, ensuring compliance with laws and regulations.
  • Maintain SOPs, guidance documents or instructions associated with programs and systems.
  • Manage Financial Management Branch schedules, keeping staff informed and aware of changes in a fast-paced environment frequently involving competing priorities.
  • Coordinate/compile all meeting materials and provide to staff in advance of meetings.
  • Provide administrative, procedural, and informational resource support; work with staff on proofreading, recommending, interpreting, and/or implementing internal administrative policies and procedures.
  • Ensure all necessary documentation is prepared and signatures, approvals, clearances are obtained for processing Inter-Agency Agreements.
  • Organize meeting planning and logistical arrangements, including room and audiovisual reservations, Zoom, WebEx, Teams, and other remote connection arrangements; prepare and transmit agendas and relevant materials; contact and communicate with participants; prepare and distribute meeting minutes.
  • Update shared calendars and databases; coordinate filing of office-wide reports and other activities including performance management documents.
  • Research information and provide requested information; maintain status of projects; follow up on actions through contact with office staff.
  • Produce a wide range of budget documents; address a variety of office needs which may include Word processing, Excel, and PowerPoint presentation.


Job Requirements

  • Bachelor's degree with 2 years relevant experience.
  • Proficient in Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint) and the Internet.
  • Ability to establish and maintain working relationships with internal and external staff members, and to work independently.
  • Demonstrated ability to plan, organize and prioritize work while maintaining confidentiality and handle sensitive matters diplomatically and discreetly.
  • Excellent interpersonal skills, ability to communicate both verbally and in writing, with a positive attitude.
