Master Scheduler/Risk Manager

Job description

Responsibilities:

Develops and maintains detailed schedules, production plans, and material requirements lists in accordance with the master production schedule, for products, proposal efforts and/or production processes. Coordinates engineering, manufacturing, purchasing, material control, quality, and other departments to achieve optimum utilization of facilities in meeting production schedules. Provides input regarding problems such as scheduling problems, material shortages, design changes, and backlogs. Releases and maintains all appropriate paperwork.

  • Build and maintain a program-level IMS which includes major milestones and deliverables with projected start dates, due dates, schedule status, assigned resources, priorities of work and alignment to Contractor's Work Breakdown Structure (CWBS)
  • Coordinate and maintain an integrated project and activity schedule
  • Develop the Work Breakdown Structure (WBS), Integrated Master Plan (IMP), and the Integrated Master Schedule (IMS)
  • Lead cross functional team members in the definition of project tasks, establish task durations, define relationships, impose constraints, collect weekly status
  • Propose processes that will aid Integrated Scheduling and understand the impacts of any changes to program delivery
  • Develop process, procedures, and strategy for implementing scheduling best practices
  • Track the critical path in program activities, associated risks, and recommended mitigations in requested schedule reviews
  • Experience using Microsoft Project to develop high level schedules and graphics utilizing MS Project to deliver to senior leaders and stakeholders
  • Ability to facilitate client-facing meetings to review the IMS and discuss potential schedule slips and mitigation plans
  • Excellent communication skills, with the ability to clearly convey products, deliverables, analyses, and/or issues to groups outside of your team or those who are unfamiliar with the topic.
  • Ability to identify, track, and integrate risks into the IMS
  • Manages, directs and/or performs all quality assurance and quality control activities of individuals across the program to assure the highest levels of commitment to quality, including subcontractor and supplier quality, in accordance with contractual requirements and the companys values and ethics.
  • Leverages comprehensive metrics, customer and stakeholder feedback to assess program performance and risks and recommends resources and actions to ensure mission success.
  • Leads after-action reviews, leverages performance benchmarking, and introduces best practices; conducts root cause analysis and develops disposition and corrective and preventive actions for recurring discrepancies.
  • Authors and executes the Customer-mandated Quality Program Plan (QPP) using quality control statistics; facilitates continuous improvement on programs by leveraging lean six sigma tools and analyses as appropriate
  • Maintains Program's Risk Register
  • Authors and executes the Customer-mandated Risk Management Plan (RMP); implements and facilitates both a Contractor, as well as a Joint Government-prime Contractor risk and opportunity management board (ROMB) to proactively identify and manage risks before they become technical or program execution issues.

  • Reduces mission risk by building trusted partnerships and managing and controlling the supply chain through independent reviews and assessments, by leveraging corporate sourcing and performance data and managing a thorough Counterfeit Parts/Material Authenticity program.



Qualifications:
  • BS 5-7 Years, MS 3-5, PhD 0-2; additional experience may be considered in lieu of degree.
  • Proven experience with Quality/Quality Management and Risk Management
  • Working knowledge of industry process/quality standards ISO9001/AS9100, SEI CMMI and DoD 8570
  • Knowledge if Industry Best Practices and the latest version of ITIL, Project Management, and Security policies, procedures and processes
  • Ability to facilitate face-to-face meetings and brief the highest levels of the Government Customer PMO and the Program Sponsor
  • Must have excellent communication and written skills
  • Must demonstrate ability to work independently
  • Must possess an active TS/SCI clearance with SCI eligibility
  • Desired Experience leading Gate Reviews and conducting Risk-based Process Evaluations
  • Desired ITIL certification
  • Desired PMP certification

Target Salary Range:
$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
