** Summary**

The Department of Housing and Urban Development is the nation's housing agency committed to strengthening the Nation's housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; and build inclusive and sustainable communities free from discrimination.

**Responsibilities**

This position is located in the U. S. Department of Housing and Urban Development (HUD), within the Office of the Chief Information Officer (OCIO), Office of the Deputy Chief Information Officer for Customer Relationship and Performance Management (CRPM). The OCIO is responsible for HUD's technology infrastructure and for the processes and practices that support the flow of information. The Office of the Deputy CIO for CRPM consists of three divisions, responsible for providing strategic information management leadership through stakeholder partnerships, to improve business results, increase business value, and achieve management and operational excellence. This is accomplished by aligning IT policy and governance, portfolio management, risk management, and IT project management policies, practices, and procedures across the Department within the context of the overall IT planning process.

The Deputy Chief Information Officer for CRPM (Deputy CIO), serves as a key advisor to the Principal Deputy CIO and CIO while providing leadership, strategic direction, and executive oversight of the Departments annual Information Technology (IT) investment budget of approximately $300M. The Deputy CIO will provide leadership through coordination and collaboration in the areas of policy, strategic planning, government, and industry relationships. Serves as principal advisor to the CIO on the establishment of a strategic management framework to improve the planning and controls of IT investments and operations in order to effectively and efficiently facilitate the advancement of HUD's mission. Delivers IT business value through IT leadership, policy, direction, guidance, management, integration, and governance; and support the CIO and other HUD senior managers on the strategic use of IT for core business processes and achievement of mission critical goals. Directly overseeing enterprise program management, investment management, and portfolio management, the Deputy CIO defines and implements policy, procedures, and guidelines to ensure efficient and cost-effective IT management and planning in support of HUDs missions and objectives.

+ Directs organizational activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Sets all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability.

+ Determines the financial and personnel resources needed to achieve mission objectives and support mission operations, identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions.

+ Oversees and directs the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.

+ Oversees HUD's annual IT Investment (Exhibit 53/300) budget of approximately $300M annually and ensures alignment with business requirements, program, mission, and federal goals and objectives, to include, coordination and management of activities such as budget formulation, strategic portfolio reviews, performance measurement, and investment prioritization.

+ Supports the CIO in executing the mission through the governance structure. Establishes a policy and governance operating model and framework that defines roles and responsibilities, process and procedures, performance measures, and expected outcomes to be utilized by the varying governing bodies of which the OCIO leads.

+ Oversees the conduct of studies leading to HUD fully implementing and institutionalizing a disciplined and documented process consistent with laws and regulations.

+ Oversees the management of the organization's budget operations by establishing budget policy and providing instruction to management officials during budget calls or other budget formulation processes.

+ Oversees in the examination and evaluation of scorecards, metrics, and performance standards in order to accomplish desired program results.

+ Provides management and technical advice on Department-wide plans for the effective and efficient use of information resources, including budgetary resources. **Travel Required**

+ Must meet Mandatory Technical Qualifications (MTQs).

**Current or Former Political Appointees:**

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last five (5) years, a political Schedule A, Schedule C, Noncareer SES or Presidential Appointee employee in the Executive Branch, you must disclose this information on your resume and to the Human Resources Office.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.
