Job description

Summary

You will be supporting the U.S. International Trade Commission, Office of Investigations. As a critical component of the Commission's mission, this office is responsible for collecting and analyzing data, preparing reports, and presenting findings related to statutory investigations that involve investigation petitions from domestic industries that are alleging injury from unfairly traded imports.

Duties

As an International Trade Analyst, you will be responsible for the collection, compilation, analysis, and presentation of data related to international trade in products subject to import injury investigations, working collaboratively with teams of Economists, Industry Analysts, Auditors, and Attorneys and sharing technical knowledge regarding U.S. and foreign industry data and U.S. import data. You will coordinate the collection of information through questionnaires issued to U.S. producers, importers, and purchasers, and to foreign manufacturers and exporters; thoroughly analyze and carefully compile data from questionnaires and from secondary sources; and present the data in a manner that accurately, succinctly, and objectively summarizes the record compiled in the Commission's proceedings. The selected individual will interact frequently with company officials and legal counsel regarding questionnaire responses and other information obtained during the course of investigating complaints of injury to industries in the United States from import competition.

The ideal candidate is inquisitive and possesses the ability to obtain, analyze, and report on a broad range of trade and industry information from domestic and foreign market participants, from a variety of U.S. and foreign government sources, and from other published material. Such a candidate (1) demonstrates an ability and desire to design surveys and analyze primary data, along with secondary research, on a wide range of products and industries; (2) is skilled at resolving trade and industry data issues; (3) has excellent interpersonal skills; (4) is comfortable working in a team environment and communicating with high level industry and government officials; (4) excels in both written and oral communication; (5) possesses a firm grasp of microeconomic, macroeconomic, industrial organization concepts; (6) demonstrates practical knowledge of data and quantitative methods of analysis and advanced skills in the use of spreadsheets and analytical tools; and (7) has a knowledge of international trade remedy laws.

Qualifications

Basic Requirement:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, purchasing, economics, political economy, industrial management, marketing, quantitative methods, or organization and management.


AND

Minimum Qualifications:

To qualify at the GS-09 level, you must have one-year of specialized experience equivalent to the GS-07 obtained in the federal or private sector which demonstrates all of the following: assisting in conducting studies pertaining to trade to identify, analyze, and recommend solutions to problems in trade and industry; applying fact-finding and investigative techniques to gather trade data from various sources; and using qualitative and quantitative analytical techniques to present data and findings.

GS-9 level, you may qualify upon competition of the following:
  • master's or equivalent graduate degree

or

  • 2 full years of progressively higher level graduate education leading to such a degree


or

  • LL.B. or J.D., if related

To qualify at the GS-11 level, you must have one-year of specialized experience equivalent to the GS-09 obtained in the federal or private sector which demonstrates all of the following: conducting studies containing trade, economic, financial, and marketing data; applying fact-finding and investigative techniques to gather trade data from various sources; using qualitative and quantitative analytical techniques to present data and findings; and preparing and delivering briefings to managers on study findings and recommendations; collaborating as a member of a team on a research project.

At the GS-11 level, you may qualify upon competition of the following:

  • Ph.D. or equivalent doctoral degree;

  • 3 full years of progressively higher level graduate education leading to such a degree;
