Job description

The Franklin County Common Pleas Court - General Division is seeking temporary assistance in our finance department. The hours of the position are Monday - Friday, 8:00 AM - 5:00 PM. We require a background check, including a criminal background check to be completed for potential candidates.

POSITION DESCRIPTION
POSITION TITLE: BUDGET ANALYST II
PAY GRADE: 7
REPORTS TO: DIRECTOR OF FINANCE AND PURCHASING
FLSA STATUS: NON-EXEMPT
CLASSIFICATION STATUS: CLASSIFIED
Purpose of Position:
The purpose of this position is to oversee the daily financial activities related to the Common Pleas Court - General Division, including: preparing and conducting audits on all fiscal activities, maintaining inventory requirements, completing payment processing, invoice posting and accounts receivable; coordinating the receipt of materials, services and equipment; addressing staff inquiries; providing coverage within the finance department; assisting with the development of the annual budget.
Essential Job Functions:
Maintains monthly and annual inventory, including furniture; records storage; personal protection equipment supplies; and, departmental supplies
Obtains quotes and places orders for furniture, supplies, paper, and other items as needed
Monitors and accurately maintains grant equipment inventory perpetually.
Reviews assigned counsel monthly, quarterly, and annual yearend reporting
Conducts audits of fiscal activity, including assigned counsel, probation, and court expenditures
Prepares the Small and Emerging Business Enterprises report
Prepares monthly reports, as well as statistical and trend analyses
Prepares monthly and quarterly surplus analysis
Assists with out of county travel requests and employee reimbursements
Provides coverage when finance staff is absent
Prepares each Judge's quarterly expenditure report
Provides quality assurance for reports, grants, and budget review
Assist with the development and creation of fiscal policies and procedures
Complete and submit account closures, check voids, and check reissues using the County's financial software

Process and reconcile accounts payable and receivable expenditures
Prepares and reviews requests for purchases
Retrieves invoices, determines accuracy and appropriate funding source
Updates general ledgers, invoice logs and Judges' expense accounts
Communicates with vendor representatives
Opens purchase orders for the departments
Distributes legal publications to Court staff
Responds to financial related inquiries made by Court staff
Trains staff on all fiscal forms, processes and procedures
Assists the Director of Finance and Purchasing in developing the Court budgets and
non-general fund grants
Serves as member of the Court's Finance Department Team
Performs other related duties as required
The aforementioned duties are normal for this position. These are not to be

calculate decimals and percentages; the ability to utilize principles of fractions; and
the ability to interpret graphs.
Ability to apply principles of rational systems; to interpret instructions furnished in
written, oral, diagrammatic, or schedule form; and to exercise independent judgment
to adopt or modify methods and standards to meet variations in assigned objectives.
Ability to exercise judgment, decisiveness and creativity in situations involving
evaluation of information against measurable or verifiable criteria.
Ability to exert light physical effort in sedentary to light work, but which may involve
some lifting, carrying, pushing and/or pulling of objects and materials of light weight
(5-10 pounds). Tasks may involve extended periods of time at a keyboard or
workstation.
Essential functions are regularly performed without exposure to adverse environmental
conditions.

Minimum Qualifications
Bachelor's degree in accounting, business administration or related field or equivalent experience (applicant may substitute 2 years of related experience for each year of required education)
Three years' experience in financial accounting
Proficiency in Microsoft Office applications
Preferred Qualifications
Five years' experience in financial accounting
