Duties

Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

The United States Capitol Police(USCP) Police Officer Recruitment Program is designed to meet the goal ofattracting, selecting, and hiring the most qualified candidates and to ensurethat applicants understand the qualifications required for employment with theDepartment. Serving as a Collateral Recruitment Officer provides an additionalcreative outlet for sworn employees to contribute to the Department'soperational and workforce success. The Recruitment Officer position is assignedto the Office of Background Investigations and Credentialing (OBIC). Thisopportunity is open to all USCP sworn employees below the rank ofSergeant who have attained the rank of Private First Class or Technicianby the closing date of this announcement.

As a Collateral Recruitment Officer, you will:

Attend and represent the USCP at joband career fairs.
Interact with potential applicantsat recruiting events to enhance their knowledge and understanding of PoliceOfficer careers, benefits, and the hiring process.
Participate in college anduniversity career fairs and visits to interact with and attract the interest ofpotential applicants.
Give presentations to college anduniversity students, professors, and career service centers.
Contact candidates currently in theprocess to assist in scheduling of assessments and exams.
Develop itineraries for recruitinginitiatives.
Actively seek out new recruitingcontacts while on official travel, before and after scheduled events.
Complete appropriate travelpaperwork.
Coordinate shipments of requiredrecruiting items for scheduled events.
Communicate with establishedcontacts regarding vacancies for the department, both sworn and civilian.
Perform outreach to applicantsduring the initial assessment and orientation phase.
Perform administrative work in theAPEX system and create required data reports.
Proctor and administer the PoliceOfficer Selection Test (POST) several times per month.

NOTE: The selection list will beactive for a period of one (1) year from the date of approval of the selectionmemorandum unless an applicant withdraws his/her application in writing.

Requirements

Must be a current USCP officer below the rank of Sergeant. Must have attained the rank of Private First Class or Technician. Must possess and maintain a valid driver's license. Must be able to travel Must be available to work flexible and/or additional hours. Must meet all USCP grooming standards for uniformed employees as stated in Directive 1072.001 unless a waiver or accommodation for medical or religious reasons is approved.

Qualifications

In order to qualify, you must meetthe education and/or experience requirements described below.
1. Must not be in restricted leavestatus as of the closing date of this announcement.
2. Must be in full and unrestricted duty status as of the selection date unlessotherwise authorized by law (e.g., performance of duty injury, Family andMedical Leave Act (FMLA), or Uniformed Services Employment and ReemploymentRights Act (USERRA)).
3. Must not have disciplinaryactions for the last 3 years.
All eligibility requirements must bemet by the closing date of the vacancy announcement.

There is no education substitution for experience in this series and/or grade.

Additional information

How You Will Be Evaluated

The following selection process will be used to further assess candidates who have met the initial eligibility factors. Phase I: Initial Qualification and Unscheduled Leave Review - The Office of Human Resources (OHR) will review applications for eligibility as outlined in this vacancy announcement. Phase II: KSA Assessment and Resume Review - Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel. Interpersonal Skills Organizational Awareness Writing Creative Thinking Phase III: Structured Interview. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be communicated to the selecting official. Prior to making his/her selection, the selecting official shall review any available Department documents, to include application documents and each candidates' complete career disciplinary record, results of selection process phases, and may, at their discretion, conduct interviews if necessary, with all recommended candidates. The selection official may, at his/her discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigations internally or externally. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.
