Seeking a Mid-level Program Analyst who will provide technical support to the Agency Learning and Evidence Team within the Bureau for Policy, Planning and Learning (PPL), Office of Learning Evaluation and Research (LER).

The Agency Learning and Evidence Team leverages Agency-wide structures to enable USAID to learn from our work around the world, whether from data and reporting systems, Learning Agendas, improved knowledge management systems, or learning & evidence events. The ALE team seeks to make high quality evidence and performance information available to the entire Agency, our partners in the US government, and the broader development community.

The incumbent will support improved use of data and learning systems, improved sharing of information and evidence across the Agency, and high-level reporting on Agency strategies, policies, and achievements.

• Serve as PPL co-lead for Agency Joint Strategic Plan implementation along with USAIDs Management Bureau.
• Oversee performance information collection and synthesis, studies, evaluations and/or other learning products related to Agency priority areas.
• Lead several aspects of cross-agency governance on issues related to data, performance monitoring, and reporting.
• Advise on using performance information systems within a broader context of organizational learning and knowledge management.
• Support guidance development and field questions around annual Performance Plan and Report process
• Conceive and develop Agency policies or guidance related to these functions, as needed.
• Liaise with stakeholders throughout USAID and the Department of State to produce final work products, develop processes to better use agency data in their work, host meetings/events, or to gather information to support PPLs work.
• Participate in data analysis and visualization to inform decision-making processes.
• Outreach and communication with internal and external stakeholders on substantive matters both orally and in writing.

• US Citizenship required.
• Current Secret clearance preferred.
• Master's degree in a relevant field or equivalent years of work experience
• Strong analytical or research skills preferred.
• Demonstration of strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents and oral presentations required.
• Ability to work effectively both individually and as a member of a team.
• Must be able to plan, organize, and use time effectively.
• Ability to handle multiple tasks simultaneously and work within tight deadlines.
• Knowledge or experience working in international development or foreign affairs.
