Performs administrative and supervisory work necessary to direct the overall recreation facilities maintenance operations.

SUPERVISION

Employee works under the general direction of the Parks & Facilities Superintendent. Employee must have the ability to maintain recreation facilities, mechanical systems, and operating equipment. Supervises full-time and part-time employees, and independent contractors. Assures facilities are clean, adequately maintained and mechanical systems are operating efficiently for maximum safety and benefit to the community at large.
ESSENTIAL FUNCTIONS OF WORK

(May not include all duties performed.)

Maintains all recreation facilities (Senior Center, Community Center, Everal Barn and Homestead, Highlands Park Aquatic Center), promptly addresses maintenance and repairs and inspects facilities for cleanliness and safety.
Assists with the department's risk management program.

Develops and submits facility maintenance goals and objectives and performance measures.

Performs related work and special projects as assigned.

Coordinates, organizes, directs, schedules, and assigns maintenance and repair jobs and projects for the department; prioritizes work; assigns and schedules daily work orders; sets productivity levels and deadlines for task completion; makes staffing decisions; sets performance standards.

Interviews and hires staff; develops staff schedules to ensure efficient use of personnel; supervises work crews; inspects projects in various locations; oversees daily tasks; assists crews with technical problems; establishes, communicates, and enforces policies and procedures; provides proper training; conducts annual performance evaluations; oversees contractor work; responds to emergencies on all shifts; approve leave and overtime.

Maintains inventory of supplies and parts; maintains equipment; ensures proper maintenance and replacement of equipment; locates supplies and parts necessary to perform specific projects; orders parts and supplies.

Assists in the development of specifications for equipment and/or contractual service work; prepares annual operating budget for facilities; monitors expenditures to ensure compliance with budgetary limits; prepares documentation and reports; monitors ongoing project construction and maintenance projects.

Prepares daily work reports and documentation of various activity data; maintains complete and accurate personnel, facility and mechanical system information.

Directly manages the preventative maintenance program.
MINIMUM REQUIREMENTS OF WORK

Possession of a high school diploma and minimum seven years progressive experience in maintenance and repair of facilities or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Considerable knowledge of maintaining recreation facilities.

Knowledge of pool maintenance operations.

Considerable knowledge of personnel supervision and the ability to develop criteria for personnel development.

Ability to communicate effectively with the other employees, contractors, vendors, and the public.

Ability to perform a variety of mechanical, maintenance and repair activities.

Ability to drive motor vehicles to various work assignments to supervise work.

Ability to handle complaints from public effectively and tactfully.
Knowledge of the safe and correct use of tools and equipment.

Knowledge of departmental policies and procedures.

Knowledge of purchasing and budgeting process for materials, equipment and personnel.

Knowledge of the safe and correct use of hand and power tools and equipment common to work.

Considerable knowledge of maintenance and repair procedure, practices, and methods.

NECESSARY SPECIAL REQUIREMENTS
Possess a valid Ohio Driver's License.

Possession of Ohio Public Facilities Management Association Facility Manager Certification, International Facility Management Association Certified Facility Manager Certification, or Building Operator Certification preferred.

HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.

HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.

PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
