The Capability Development Branch (AFRL/RYZX), Sensors Directorate seeks to hire a Mid-level, General Engineer, Electronics Engineer, Electrical Engineer, Physical Scientist, Physicist, Program Manager, Operations Analyst,or General Mathmatics/Statistics, DR/DO-02/03 in Arlington, VA. The incumbent will serve as the Directorate's on-site embedded Program Element Monitor (PEM) at SAF/AQRT and will provide direct technical support to SAF/AQRT in the illustration, analysis, and defense of the AF S&T budget and technologies relevant to AFRL/RY

This position is only open to current DR-02/03 (or equivalent grade) level candidates for
reassignment.

Position Duties Include:
  • Provides direct technical support to SAF/AQRT in the illustration, analysis, and defense of the USAF S&T budget and technologies relevant to AFRL/RY.
  • Provides SAF/AQR with assessments of Sensors Directorate technologies and capabilities affecting program elements (PEs) monitored by SAF/AQR. Interfaces with other PEMs on a wide range of topics covering sensors, electronic warfare, position navigation and timing (PNT), microelectronics, Autonomy/AI, cyber, space, C4ISR, etc.
  • Articulates warfighter capabilities and priorities as they pertain to AFRL sensors, electronic warfare, microelectronics, cyber, C4ISR and PNT investments.
  • Works with AFRL/RY Senior Planner, Deputy Senior Planner, Capability Area Lead (CAL), and subject-matter experts (SME) to defend the S&T sensors, combat ID and electronic combat portfolios and ensure Congress understands the relevance and necessity of research performed.
  • Coordinates with AFRL Mission Area Leads (MALs) covering RY S&T investment. Review DAF programs and operational requirements, comparing them to proposed AFRL/RY 6.2 and 6.3 programs, and provides recommendations to the AFRL/RY staff.
  • Serves as the primary POC to HAF and OSD on all programming and budgeting actions related to AFRL/RY PEs.
  • Develops inputs to OSD, Joint, and Air Force programming guidance
  • Constantly tracks PE submissions/status through the AF Corporate processes
  • Presenting briefings to the appropriate DAF panels within the DAF Corporate Structures
  • Creates and maintains AF-required PE information to support the POM build process
  • Prepares position papers and fact sheets on issues affecting AFRL/RY PEs
  • Responds to Congressional questions and requests for information via the SAF/AQ Legislative Liaison Office.

Required Qualifications

  • US Citizenship.
  • Must be able to obtain/maintain a Top Secret clearance with access to SCI and SAP as a condition of employment
  • This is a drug testing designated position. The incumbent will be subject to random testing
  • Position will be filled using occupational series within the Scientist and Engineering career field. Applicant must be able to meet the OPM Qualification Standards of the position being filled.   • Ability to travel TDY travel up to 25%
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N); experience is 4 years; and the selectee will have 60-months to meet APDP requirements or a waiver must be obtained. *Applicants must list all completed APDP certifications in their resume.
  • Position is eligible for situational telework and will require routine mission travel, regular classified engagements, and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience equivalent to the next lower grade in the Federal service or equivalent in an alternate pay system.
Specialized experience is experience of advising senior leadership on technical information as it relates to research and development, test, production and modernization efforts within the Air Force; applying scientific methods to identify and conceptualize research needs that address specific technical gaps.

PCS expenses, if authorized, will be paid IAW the JTR and Air Force regulations. Centrally managed PCS costs are paid by the Career Field Team. No DNRP authorized.
  • Length of assignment is 36 months with an option to extend to 60 months. At the end of the 3-5 year tour, out-placement will be at the Sensors Directorate WPAFB.
  • Upon completion of assignment, current AFRL employees will have return rights to the position they left or a similar position.

Desired Qualifications

  • The ability to perform duties across a broad range of activities that require substantial depth of analysis and expertise related to the RY's mission.
  • Ability to quickly and accurately respond to time-sensitive tasks; having the flexibility to adjust your workload and prioritize based on in-coming demands.
  • Excellent written and oral communication skills.
  • The ability to communicate complex technical, programmatic, and/or management information across multiple organizational levels to drive decisions by senior leaders and inform external stakeholders (e.g. Congressional staffers).
  • Ability to develop and give presentations for AF and DoD senior leadership regarding research portfolios, supporting development of the investment strategy and plans to meet MAJCOM and DAF S&T needs.
  • The ability to excel by working independently and as a member of a team.
  • The ability to coordinate, plan and manage engineering and technology efforts used to define Sensor elements.
  • Familiarity with AFRL's requirements and MAJCOM engagement process.
