Tukink Government Services, a Koniag Government Services company, is seeking a Defense International Cooperation Analyst with a TS/SCI Clearance to support TGS and our government customer in Arlington, VA. This opportunity requires occasional travel, including to overseas locations.

The Defense International Cooperation Analyst will provide direct support to the CDAO's International Affairs and Strategic Engagement (IASE) Team. The successful candidate will support the client in proposing strategic approaches to international engagements and potential partnerships, supporting government negotiations, documenting agreements, and assisting in maintaining those agreements.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Cooperative Instruments: Assists with the preparation and negotiation of Memoranda of Understanding (MOUs), project agreements (PAs), information/data sharing agreements/annexes, personnel exchange processes, and other documentation as needed with foreign nations and international organizations.
  • Support includes coordinating across the Office of the Secretary of Defense (OSD) components to ensure aligned messaging with foreign partners in senior-level bilateral and multilateral meetings, including writing substantive read ahead materials for senior officials; and advising internal leadership and personnel on cooperative programs, regulations, and policies on international agreements, foreign disclosure, and export control matters, in coordination with international and security teams.
  • Policy: In coordination with OSD counterparts, analyzes DoD-wide policies on collaborating with allies and partner nations (in support of defense technology and equipment) for consideration for partnership with mission initiatives as appropriate.
  • Includes developing and maintaining points of contact for foreign engagement; Supporting the CDAO in the development and implementation of international data, analytics, and AI defense policy in coordination with other DoD components; Working with the IASE team to maintain effective working relationships with counterparts in the defense establishment, interagency environment, and with foreign partners to advance international AI policy initiatives.
  • Situational Awareness & Analysis: Writes and maintains CDAO-based focused country products. Support includes working across the CDAO, DoD, and with foreign partners to track international allies and partners' work on data, analytics, and AI in defense.
  • Maintaining situational awareness for CDAO and the IASE team and creating one-pagers or briefings to capture any analysis.
  • Writing: Prepares briefings, position papers, and appropriate correspondence in support of CDAO officials' interactions with foreign officials and represents CDAO personnel in U.S. interagency and DoD meetings as directed.
  • Audience may include DoD leadership, U.S. or international AI communities, White House, Congress, foreign governments, Executives/Flag officers, or others to be determined.
  • Strategy & Engagement: Assists in developing, updating, and implementing CDAO's IASE plan and strategy.
  • Includes supporting the IASE team's efforts to track global initiatives and solutions for data, analytics, and AI-focused capabilities in defense.
  • Identifying problems and recommends innovative solutions, new approaches, and policy or procedural changes.
  • Taskers: Supports DoD, interagency, and/or congressional taskers on CDAO's international efforts and priorities, including drafting reports and responding to DoD-wide and internal taskers.
  • Meeting/Event Logistics: Plans and executes meetings and events on behalf of and between CDAO personnel, senior U.S. officials, and their international counterparts.
  • Support includes coordinating logistics (e.g., requesting access to military installations, coordinating clearances and foreign visit requests, foreign visitor access to the Pentagon, etc.) for meeting delegate(s); preparing agendas; drafting read-ahead information (e.g., background briefings, issue papers, decisions papers, etc.); and drafting comprehensive meeting minutes and reports.

Work Experience, Knowledge, Skills & Abilities:
  • To be considered, you must have a CURRENT/ACTIVE SECRET security clearance, with the ability to maintain TS/SCI clearance.
  • 5+ years related experience.
  • Experience staffing senior-level DoD officials (or equivalent) to include drafting briefings, read-ahead, and talking points for senior-level engagements.
  • Experience handling complex logistical and detail-oriented tasks to coordinate senior-level international visits and travel.
  • Skills to plan and organize, gather, analyze, and present data and perform supporting analyses for senior DoD officials at a high level of quality in a time-constrained environment.
  • Knowledge of the methodology for the initiation and establishment of DoD international cooperative programs for research, development, production, and support.
  • Knowledge of OSD(P)-, OSD(A&S)- and OSD(R&E)-related international agreement development, negotiation, coordination, and approval laws, regulations, policies, and processes.
  • Comprehensive knowledge of U.S. export control laws, regulations, policies, and procedures including, but not limited to, a working knowledge of the Arms Export Control Act, International Traffic in Arms Regulations, Export Administration Regulations, and associated USG export licensing activities.
  • Knowledge of U.S. National Disclosure Policy policies and procedures desired.
  • Proficiency to work effectively with a broad spectrum of DoD, interagency, and foreign nation government at senior and action officer levels.
  • Skills to plan and organize work, gather, analyze, organize, and present data and perform supporting analyses for senior DoD officials at a high level of quality in a time-constrained environment.
  • Knowledge of artificial intelligence and emerging technology concepts, capabilities, and trends, highly preferred.
  • Highly motivated professional capable of managing demanding workload while prioritizing and managing competing priorities.
  • Excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
  • Strong organizational management and problem-solving skills with impeccable multi-tasking abilities.
  • Powerful analytical and problem-solving skills - including the ability to develop solutions in new and creative ways.
  • Exceptional MS Teams, Word, and PowerPoint skills; proficient Excel and Outlook application skills.
  • Ability to work independently on projects, from conception to completion.
  • Occasional travel, including to overseas locations, is required.
  • Bachelor's degree in international Affairs, Public Administration, Foreign Policy, or related field

Desired Skills:
  • Prior Federal government, professional services, or Federal consulting experience
  • Experience supporting an Office of the Secretary of Defense organization.
  • Experience with navigating the Pentagon's processes and the military chain of command is desirable.
  • Master's degree in international Affairs, Public Administration, Foreign Policy, or related field.
  • Bachelor's degree in international Affairs, Public Administration, Foreign Policy, or related field.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
