Job Description

BryceTech is seeking an experienced Senior Procurement Officer, SME to join our team and support our Federal Government Customer. The Senior Procurement Officer, SME will provide support to the Department of Health and Human Services (DHHS) Administration for Strategic Preparedness and Response (ASPR), Professional Technical and Medical Staffing Support Services to provide logistics, management, analytic and procurement staffing support services to HHS-Coordination Operations and Response Element (H-CORE) Support Services.

The Senior Procurement Officer, SME will have experience working with Senior Leadership and Federal/Civilian Agencies and or Military Services. Contract Place of Performance is customer site in Washington D.C. The position will report to the Public Health Division Manager.

Primary Responsibilities:
  • Coordinate project oversight from inception through transition with attention on programmatic metrics and milestones (e.g., cost, schedule, and adherence to contractual requirements).
  • Draft and/or review acquisition documentation and presentations in support of major milestones, project reviews, or other project presentations.
  • Analyze and evaluate project plans and metrics to align with H-CORE mission and programmatic goals. Identify project risks and problems and assist with mitigation strategies.
  • Evaluate raw data generated from acquisition projects and provide recommendations to USG.
  • Provide recommendations to facilitate decision-making.
  • Consult and provide strategic, research-based advice on procurement strategies, acquisition plans, and other procurement related activities.
  • Coordinate across agency and COVID-19 or, as appropriate, other public health response leadership, stakeholders, interagency partners, and potential user communities.
  • Develop and edit documents, including, but not limited to, meeting summaries, and briefing materials for senior level review and provide briefings to senior leaders when required.
  • Assist with the design, procurement, tracking, execution, and closure of H-CORE acquisition and other projects and contracting efforts.
  • Provide update reports to H-CORE and/or ASPR leadership as required.


Qualifications

Basic Qualifications:
  • Prior Government Service experience with Federal, DoD and/or Civilian Agencies' Public Health markets.

Required Skills:
  • Master's degree in Public Administration, Business Management/Administration, or a related field.
  • Ten (10) years of experience in acquisitions or acquisition support and documenting and drafting business requirements.
  • Experience managing project schedules, budget, and contractual requirements.
  • Experience providing strategic consultation for acquisitions and acquisition strategies.
  • Demonstrated skills in assisting with and consulting on coordinating collaborations with other federal government agencies, industry, and international organizations.
  • Knowledge of the government acquisition process, including Federal Acquisition Certification for Contracting (FAC-C), Federal Acquisition Certification for Contracting Officers Representative (FAC-COR), Federal Acquisition Certification for Project/Program Managers (FAC- P/PM), and federal personnel roles and responsibilities.
  • Strong proficiency in Word, PowerPoint, Excel, Teams, and Outlook with a working knowledge of Zoom and Adobe Acrobat Pro.
  • Strong organizational and communication skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail) with the ability to convey complex information to senior leaders in both virtual and in-person meetings/environments.
  • Demonstrated experience in market research and analysis, strategic acquisition planning, and day-to- day acquisition management.
  • Strong analytical and problem-solving skills, as well as good organization skills to balance and prioritize work.
  • Knowledge of the regulatory process.
  • Desirable: Project Management Professional (PMP) or equivalent certification.
  • Desirable: Doctoral degree in an Acquisitions-related field.
  • Desirable: Previous experience working with government institutions in support of logistics efforts.
  • Desirable: Demonstrated Advanced Excel and PowerPoint Skills.
