GENERAL: This Performance Work Statement (PWS) is for a non-personnel services contract to provide InformationTechnology (IT) professional services. The requirement is for three professional service contractors to work full-time both on premises and from a remote location for the Merit Systems Protection Board (MSPB), providing system administration, network engineering and telecommunications professional support to the MSPB IT Operations Team, including emergency outage support.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, supervision, and non-personal services necessary to perform system administration, and telecommunications and network engineering support as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Merit Systems Protection Board (MSPB) is a small, independent, quasi-judicial agency in the executive branch that serves as the Client of the Federal merit systems. MSPB has approximately 220 internal users, and interfaces with the public and other Federal Agency employees. The MSPB's IRM is responsible for the deployment, maintenance, and end user support of all IT infrastructure, network operations, cybersecurity, as well as enterprise and desktop business applications and systems. The MSPB is in transition between end-of-life, legacy network and applications and in-process network and application modernization efforts.

1.3 Objectives: MSPB requires a System Administrator II to support daily maintenance, troubleshooting, and modernization of legacy Microsoft application servers, network, and authentication servers. MSPB requires a Network Engineer II to support daily maintenance, troubleshooting, and modernization of legacy Cisco / Arista network infrastructure. MSPB requires a Telecommunications Engineer/Analyst II to support current systems, and to provide a safe transition of agency phone lines to Telecommunication per the GSA EIS contract vehicle and transition the Agency's telecommunications platform to a VOIP system. 9 Skill set info The System Administrator II will support IRM's IT operations by maintaining, troubleshooting, providing emergency issue resolution, and assisting with the ongoing modernization of IT legacy MS Server domain controllers, DHCP, DNS, Nutanix virtual server environment, VMWare VDI, and legacy MS Windows application servers (Windows 2008, 2012).
System Administrator II Experience
minimum of five years' experience, of which at least three years must be specialized. Specialized experience includes:
Administering on-premise/cloud Active Directory and Active Directory Federated Services
Administering /troubleshooting DNS servers
Administering /troubleshooting DHCP servers
Administering /troubleshooting virtualized server environments and underlying infrastructure
Administering /troubleshooting virtual desktop infrastructure
Administering /troubleshooting Microsoft Endpoint for laptops and mobile devices
Administering /troubleshooting Office 365 cloud applications
Administering /troubleshooting Microsoft Exchange
Intermediate understanding of Linux commands and troubleshooting
Intermediate familiarity with database administration and troubleshooting to include SQL and Oracle
Administering /troubleshooting Microsoft Azure
Ability to administer legacy versions of MS Windows such as Windows 2008 Server, 2012 Server, and Windows 7
Server documentation 10 Education n Associate's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is required.
With a Bachelor's degree (in the fields described above), four years' experience of which at least two years must be specialized.
With eight years' experience of which at least six years are specialized, a degree is not required. 11 Certifications (if required) Microsoft Certified Systems Engineer (MCSE) and / or Microsoft Certified Solutions Associate (MCSA) certification is preferred. 12 Documentation Required for submission Special Requirements
