Position Summary

We are a growing consulting firm in need of a dynamic emergency management professional to support our Readiness & Response Practice. We're currently looking for an On-Call Election Manager to help ensure the integrity of our elections, which is the bedrock of democracy. The Election Manager will have demonstrated experience as a capable writer and communicator. This position is responsible for applying professional and academic knowledge and ability to the public safety and preparedness arena for various clients. This individual is highly professional and able to handle a broad variety of tasks with a high degree of independence and sound judgment and be able to work with other project team members in a virtual environment.

The individual in this position fills a high-profile, politically charged role that impacts the company as we continue to grow and solidify ourselves as the leader in our industry. Our Readiness and Response team supports public sector emergency management, public safety, public health, climate resiliency, organizational development, and other governmental consulting across the nation and even globally. Under general direction, directs, manages, supervises, and coordinates the activities and operations of a departmental division focused on planning and implementing election and voter registration activities; and coordinates assigned activities with other divisions, departments, outside agencies, and the general public. We are looking for self-motivated, responsible, and confident leaders with a commitment to integrity and the ability to prioritize multiple projects, meet deadlines, and work collaboratively with stakeholders at every level of the organization. Position Details

Reports to: Managing Director/Associate Managing Director

Location: Remote (Work from Home), Potential On-site project support

Position Type: Seasonal

Time Type: Part-Time

Pay: hourly

Compensation: Commensurate with experience

Essential Job Functions

Supervises, trains, motivates, and evaluates staff directly or through supervisory channels.

Plans, directs, coordinates, and assesses the work plan for the assigned division, including voter registration and election services.

Manages the development and implementation of the division's annual budget and expenditures.

Assumes management responsibility for various divisional services, including outreach programs and precinct operations.

Establishes and executes goals, policies, and priorities for assigned programs.

Identifies and implements improvements in service delivery methods and procedures.

Assists in interpreting and applying relevant laws, rules, and regulations.

Analyzes proposed legislation and regulations impacting election procedures and staffing.

Stays informed about new trends and innovations in the voter registration and elections field.

Addresses challenging customer inquiries and complaints regarding election processes.

Prepares and evaluates technical and statistical reports on operations.

Oversees ballot layout, sample ballot creation, and ballot distribution.

Manages the official canvass of votes and issues certificates of election.

Develops purchasing proposals, evaluates bids, and recommends contract awards.

Represents the department in media interactions and prepares news releases.

Demonstrates knowledge of management principles and organizational theory, encompassing planning, organizational design, business finance, development, project management, and organizational effectiveness.

Apply principles of supervision, discipline, leadership, mentoring, and training in overseeing personnel.

Stays current with federal, state, and local laws, codes, and regulations pertinent to elections administration and voter registration.

Understand the operational aspects, services, and activities related to assigned programs and functions.

Utilizes office procedures, methodologies, and equipment, including computer systems and software applications such as word processing, spreadsheets, databases, and specialized applications specific to the role.

Exhibits proficiency in English usage, spelling, grammar, and punctuation.

Familiarity with voting systems and processes utilized in voter registration and election activities.

Applies principles of budget preparation and monitoring to ensure fiscal responsibility and efficiency.

Experience with voting systems and voting procedures

Ability to read, comprehend, and follow election laws by state

Ability to effectively work with voters, poll watchers, electioneers, election officials, and the general public

Performs additional duties as assigned.

Minimum Job Requirements

15+ years of paid experience with election management at the Federal, State, City or Municipal level

30+ years in experience in emergency management, public health, public safety, homeland security, and/or business continuity planning and operations

Knowledge of Federal and State funded grant programs and initiatives.

Knowledge and experience with 2 CFR 200 grants and agreements procurement and compliance standards.

Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of grants administration issues and problems.

Experience in addressing strategic issues in grant administration operations including issues that have complex political and programmatic elements.

Excellent oral and written communication skills.

Minimum of Bachelor's Degree in business, public policy or public administration.

Able to work extended work hours if necessary.

Preferred Job Requirements

BS/BA or higher degree in related field, including but not limited to emergency management, urban planning, political science, public administration, business administration.

Certification(s) from professional associations or other recognized institutions

Experience with Teams

Work Schedule

This is an On-call position in support of awarded projects.

May require deployment to client locations in support of project activities.

May require irregular/extended work hours.

May require extended periods of time working in a computer or desk environment.

May have to relocate to emergency site that require functioning under moderate physical and mental stress.
