DutiesWHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION?A description of the business units can be found at: will be filled in the following specialty areas:Facilities Management and Security Services SecurityThe following are the duties of this position at the full working level.Project Planning and Implementation: Plans, develops, coordinates, and implements emergency management and physical security projects characterized by extreme complexity as well as broad scope to monitor and evaluate various aspects of assigned physical security program area. Projects involve intense analysis to determine how to best meet requirements. Implements security related services or projectsprocured through contracting procedures. Reviews emergency management plans and response to incidents and security findings from GAO/TIGTA/local reviews, etc. in assigned program area(s). Establishes a system to review, control, and report project status and issues in program areas to management. 50%Program Guidance and Improvement: Identifies physical security program issues in assigned program areas. Works with organizations throughout the Service, U.S. Treasury and other Federal Agencies to develop, adopt, and implement security guidelines to support IRS operations and protect IRS assets. Reviews draft IRS security policies and standards and makes appropriate recommendations. Distributes approved guidance and assists FMSS physical security field personnel with implementation. Provides expert and authoritative technical interpretations and guidance to executives, management, specialists, and contractors at all levels designed to improve work processes aimed to protect Service personnel, operations, facilities, property and other assets. 25%Documentation and Reporting: Prepares written report of findings based on reviews in assigned program areas that include identification of areas requiring corrective actions and recommendations for appropriate security safeguards addressing identified vulnerabilities, threats, and weaknesses. Reporting may include completion of reports required by external entities including ISC and local, state, and Federal law enforcement organizations. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.You must meet the following requirements by the closing date of this announcement:SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrated comprehensive knowledge and accomplishment of security policy assignments that required a comprehensive knowledge of physical security concepts, policies, standards, and procedures in order to complete physical security projects. This knowledge is generally demonstrated by assignments where you review draft national security policies and standards and distribute and implement security policy standards and procedures; oversee and provide technical expertise regarding comprehensive physical security programs and systems, (includes identification media, intrusion detection and alarm systems, locks, keys, etc.); provide expert technical assistance to lower graded Specialists and to managers and employees to ensure security measures are met and to resolve security issues; prepare written reports of findings from risk assessments, compliance security reviews and site surveys, and review reports from lower graded Specialists; and provide authoritative advice and guidance on budgetary requirements for security equipment and systems.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
