DVS is looking for a mid-level Contracts Administrator to join the corporate Contracts team in Vienna, VA with a hybrid work schedule (in the office Tuesday through Thursday; remote Monday and Friday). This position is responsible for contract administration on Government and commercial contracts, including cost-reimbursable, time and materials, and fixed price contracts.

DVS has a great opportunity for a mid-level (Sr.)/Contracts Administrator at our corporate headquarters: this is a hybrid position at our office on Spring Hill Road in Vienna, VA on Tuesdays through Thursdays and remote Mondays and Fridays. In this role, you will play an integral part contributing your expertise and experience on full lifecycle federal civilian and DoD government contracts, primarily in cybersecurity and information assurance professional services.

Nature of the Role:

This is a non-supervisory, individual contributor role for a highly effective professional who likes to work in a small team yet be productive autonomously and without micromanagement.

Responsibilities:

Full Contract Lifecycle administration from pre-award support through contract closeout.

Tasks include but are not limited to:
  • Execute Non-Disclosure Agreements (NDA), Teaming Agreements, Subcontractor Agreements, Task/Delivery Orders, Subcontractor Technical Direction Letters, Purchase Orders, Consulting Agreements, contract modifications, representations, certifications, and correspondence.
  • Manage government systems such as SAM, CMR, CPARs, and PPIRS
  • Review and analyzes contract documents to determine contractual/ funding obligations.
  • Monitoring terms of contract/subcontract agreements.
  • Issue and respond to data calls for subcontractors. Collect and disseminate information to the team.
  • Act as contract liaison between the company and customers/vendors, including participation in pre-contract discussions, contract negotiations, contract changes, resolving payment issues, and contract close-out.
  • Issue Request for Proposals (RFP), Requests for Quotes (RFQ), or Requests for Information (RFI) to subcontractors).
  • Receive and reviews RFPs/RFQs, NDAs, Teaming Agreements, and Subcontracts from Prime Contractors.
  • Assist and execute Cost Proposals, Sealed Bid Packages, and Cost and Contracts portions of proposals.
  • Track subcontractor budgets and expenditures for subcontract/task orders and composes projections and estimates as needed.
  • Receive subcontractors' Limitation of Funds (LOF) letters, Estimates at Completion (EAC) and other contractual documents.
  • Request insurance certificates from subcontractors and consultants to meet subcontract requirements.
  • Serve as back-up to and assist Contracts leadership.
  • Maintains contract files, including monitoring and tracking contract deliverables.
  • Conducts contract file reviews in support of Government audits.

Qualifications:
  • Must be U.S. Citizen, the ability to obtain a clearance if necessary.
  • Bachelor's Degree in a relevant field, or significant work experience and professional certifications
  • Five years of contracts experience in the preparation, administration and monitoring of government and commercial contracts
  • Experience with government systems such as SAM, CMR, CPARs and PPIRS
  • Experience with Deltek Costpoint (exp /w Costpoint's contract lifecycle module is a big plus)
  • Experience responding to and resolving notifications for contract deficiencies.
  • Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
  • Proficient/intermediate in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.)

Must have good command of the English language, excellent communications skills (both orally and in writing), strong grammatical skills, and ability to draft coherent business correspondence.
