Job description

Responsibilities:

Key Responsibilities:

  • Serve as the Communications Officer supporting the Bureau for Latin America and the Caribbean.
  • Manage Disaster Assistance Response Team (DART) communications, supervises and trains personnel in the use and operations of equipment and systems, and develops and implements the DART communications plan.
  • Attend pre-departure briefings and consult with the USAID Office of U.S. Foreign Disaster Assistance (OFDA) to identify team communications requirements.
  • Work with the Planning Officer to ensure that equipment is sufficient to meet requirements for conducting assessments, tracking resources, updating current events, and conveying information back to Washington.
  • Assemble the required documents, manuals, and communications equipment and coordinate packaging for shipment.
  • Acquire local list of communicators and reference listing of radio frequencies.
  • Ensure all DART members have OFDA eRoom accounts and have been added to the appropriate DART eRoom.
  • Set up initial communications link to OFDA/W (typically satcom, voice/data).
  • Obtain information from USAID/Embassy on frequency uses, call signs and authorizations, available personnel, communications facilities, and USAID Computer Net availability.
  • Set up Communications Center at DART headquarters, suboffices, and residences as required.
  • Develop interim communications plan.
  • Instruct DART members on use of equipment.
  • Maintain adequate equipment and support personnel to support the DART until departure.
  • Ensure equipment being released for shipment is properly packaged and documents are properly prepared (AWB, manifests, customs declarations, etc.).
  • Compile communications After-Action Report and prepare or provide documentation for the teams After-Action Report.

Qualifications:

Basic Qualification:

  • U.S. Citizen; eligible for U.S. Secret Security Clearance.
  • Bachelors degree with 5 to 7 years, or masters degree with 3 to 5 years, or PhD with 1 to 2 years experience is required.
  • Knowledge of small aperture terminals (VSAT), Global Positioning Systems (GPS), advanced radio communications, laptops, mobile phones, and video communication systems.
  • Training and experience in civilian-based field operations, particularly as it pertains to safety and security.
  • Knowledge of PSTN (public switched or local telephone system)/ VSAT circuits for voice and e-mail capability.
  • Knowledge of Amateur radio networks (ARRL), Military Affiliate Radio System (MARS).
  • Knowledge of HF/VHF/UHF radio frequency
  • Experience deploying, managing, and supporting disaster assistance response teams.

Preferred Qualification:

Active Secret Security Clearance.

Target Salary Range:
$86,000 - $138,000. This represents the typical salary range for this position based on experience and other factors.
