DutiesWHAT IS THE RESEARCH, APPLIED ANALYTICS AND STATISTICS DIVISION?A description of the business units can be found at: will be filled in the following specialty areas:Research, Applied Analytics and Statistics, Statistics of IncomeThe following are the duties of this position at the full working level.* As a part of a broader mission, develop national policy and provide expert advice regarding the development, testing, debugging and maintenance of unique, extremely complex or long range computer program applications, utilities, and process routines to be run in a high performance relational database environment. These systems use a combination of micro-/mini-/mainframe CPU's high performance peripherals, high performance software, and high-speed telecommunications including dedicated lines, Intranet, and Internet.* Serve as a director of Team Leaders for complicated service wide projects. Review technical accuracy of projects, conduct periodic inspection of computer specifications and programming code developed by assigned IT Specialists, monitor problems encountered by assigned IT Specialists to determine if individuals require closer supervision or additional training and provides feedback to the Section Chief.* Adjust workload among Team Leaders to insure timely completion of all projects assigned. When directed, acts for the Chief in his/her absence.* As part of a larger mission, conceive and independently develop comprehensive processing specifications for computer applications programs, taking into account various hardware and software configurations that apply, interface needs and requirements with other subsystems, and the inputs/outputs, processing sequences, and edit criteria required by the users of Statistics of Income studies.* Oversee teams writing program code in a language such as C#, XAMLL, JAVA, SAS, PL/SQL and object-oriented programming languages. Specialized experience for this position includes: Demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project: In addition, specialized experience for this position includes experience integrating IT programs and services and developing solutions to integration issues; designing, developing, and managing IT security systems that meet current and future business requirements, and applying, extending, enhancing, or optimizing the existing architecture. In addition, managing assigned projects; communicating complex technical requirements to non-technical personnel; and preparing briefings to senior management on complex issues. This specialized experience includes leading IT systems development projects from design to support; evaluating the effectiveness of installed systems and services; and providing advice for and devising solutions to a wide range of IT issues.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.
