About this Position / Responsibilities:

NFF is looking for highly detailed, creative, and motivated Data Scientists to implement the Electronic Benefit Transfer (EBT) Program benefits a Washington DC based Human Services client.

Data Scientists will primarily be responsible for establishing and maintaining the database for Summer EBT eligibility; cleaning and preparing eligibility data; converting eligibility data into payment and notice files; developing Federal and agency-level reporting; and managing the overall integrity of Summer EBT program data. This activity entails operating equipment and software; learning program requirements; modeling eligibility data; maintaining program database and data files; querying program and operation data; defining, formatting, and populating reports; and translating, recommending, or communicating issues with stakeholders.

This position requires collaboration, initiative, and problem-solving abilities, as well as a high degree of discretion and strong judgement in the handling of sensitive data. Staff should be highly detail oriented to ensure operational and program information is transmitted, updated, and maintained accurately.

Data Scientists are expected to operate as part of a team and work collaboratively with other members of the team to share knowledge and best practices to optimize program implementation. Staff may occasionally be asked to provide support for other aspects of program management as necessary.

Responsibilities

1. The Data Scientist shall be responsible for EBT data modeling and analysis, including:

  • Developing and maintaining databases, data systems, and accompanying data files to support business needs.
    • Developing SQL table from database with required data fields and formatting.
    • Transforming eligibility and student data into required EBT file or Notice file formats.
    • Reviewing and reconciling data anomalies between data sources, including performing fuzzy matching, to improve data quality.
  • Developing a cadence for updating database with payment, notice, and student data.
  • Informing program and implementation decisions based on data knowledge.

2. The Data Scientist shall be responsible for data management and governance, including:

  • Ensuring compliance with data privacy regulations, District data policies and standards.
  • Identifying and resolving data quality issues.
  • Managing any potential data migration and integration projects.

3. The Data Scientist shall be responsible for providing subject matter expertise on data-related topics, including:

  • Employing data science tools to improve data model, database, data collection to enhance accuracy, integrity, completeness, and support business needs.
  • Using data science tools to improve technical reports as well as the effectiveness of databases, platforms, and data transmissions.
  • Providing recommendations to enhance overall program implementation, sustainability, and data integrity.


Qualifications:

Qualifications:

  • Minimum of 5 years of experience in data analysis/science and modeling.
  • Strong knowledge of data science tools, including data quality, governance, and security.
  • Strong proficiency Quickbase, SQL, and other database technologies. Experience with data science tools such as R or Python a plus.
  • Ability to work independently and manage multiple projects simultaneously.
