This recruitment will establish an eligible list to fill current and future vacancies.

This position may be underfilled at the Mechanic Technician Apprentice, Grade 12. Salary: $45,036 - $68,569 or at the Mechanic Technician I, Grade 16.Salary:$51,951 - $81,315.

Mechanics are expected to provide a Basic Mechanics Handset of tools necessary to satisfactorily perform their work.

These positions are available for a non-competitive promotion to a Mechanic Technician I, Grade 16 or Mechanic Technician II, Grade 19 when the minimum qualifications and skill level requirements have been met.

The Department of General Services, Fleet Management Services , seeks individuals to perform skilled mechanical work on a wide variety of light, medium, and heavy-duty vehicles and mobile equipment.

PROGRAM SUMMARY

Montgomery County Fleet Management Services provides a comprehensive fleet management program that responsibly meets the needs of our county customers. Leading through best practices, environmental stewardship and sustainability. We strategically plan, maintain, acquire, and dispose of county fleet vehicles and equipment, providing the highest level of cost effective and efficient fleet operations, ensuring transparency and accountability through a dedicated, highly trained, and certified fleet staff.

DUTIES, ROLES & RESPONSIBILITIES

An employee is this position will be responsible for performing skilled mechanical work involving the inspection, preventive maintenance and repair of transit buses, and/or a wide variety of complex light, medium, and heavy-duty vehicles and mobile equipment (such as dump trucks, cement mixers, excavators, graders, loaders, back-hoes, rollers, various types of tractors, trenchers, tow trucks, and street sweepers, etc.).

WORK LOCATION, SCHEDULE & ENVIRONMENT

The Division of Fleet Management Services has three main worksite locations (Rockville, Silver Spring and Kensington), and the employee will work on specific shifts to be assigned, based on a 24/7 hour operation. Shifts may include nights and weekends and are subject to change based on training/operational requirements.

The individual selected for this position will be considered an Essential Employee.Essential employees must report to work during a period of general emergency or liberal leave.

Work is generally performed in a centralized maintenance facility (includingmachine shop, highway maintenance depot, on the road, landfills, or wherever a break down occurs)in tiring and uncomfortable positions for long periods. Must have the ability to continuously bend, reach, stretch, lift, stoop, climb and crouch often on top of, in, and under vehicles and engines in cramped and awkward positions. Performance of the work involves exposure to loud noises, vibrations, dust, dirt and grease. Employees perform physically strenuous work while standing, lying down, or sitting; and pull, push, lift and carry items which weigh up to 100 pounds, and occasionally items in excess of 100 pounds.

Minimum Qualifications

Mechanic Technician I level, Grade 16

Experience: Two (2) years of experience in the automotive repair and maintenance trade or as a Mechanic Technician Apprentice.

Education: High school diploma or equivalent (GED or High School Proficiency Examination)

Equivalency: An equivalent combination of education and experience may be substituted.

Physical Ability: Ability to pull, push, lift and carry items which weigh up to 100 pounds, and occasionally items in excess of 100 pounds.

Medical: Selected candidate(s) will be required to successfully complete a Core II Exam prior to appointment.

Licenses, Registrations, Certifications, or Special Requirements:

At Time of Employment Application:

Possession of a valid Class "C" (or equivalent) driver's license from applicant's state of residence.

Upon Completion of the Probationary Period:

A valid US Environmental Protection Agency Air Conditioning Certification (Clean Air Act, 1990, Section 608 and 609) appropriate to the equipment serviced/inspected; and a valid Occupational Safety and Health Administration (OSHA) Industrial Forklift Certification.

Probationary Period: Individuals appointed or promoted to a position in this class will be required to serve a probationary period of twelve (12) months, during which time performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the Fleet Management Services Mechanic Technician Training Program (FMSMTTP) and probationary period.

Promotion Potentia l: May be promoted to Mechanic Technician II after two (2) years of experience as a Mechanic Technician I, successful completion of the Fleet Management Services Mechanic Training Program, possession of all required licenses and certifications, and recommendation of the appointing authority.

If filled at the Mechanic Technician Apprentice, Grade 12

Experience: One (1) year technical automotive/mechanical experience.

Education: High school diploma or equivalent (GED or High School Proficiency Examination)

Equivalency: An equivalent combination of education and experience may be substituted.

Physical Abilities: Ability to pull, push, lift and carry items which weigh up to 100 pounds, and occasionally items in excess of 100 pounds.

Medical: Selected candidate(s) will be required to successfully complete a Core II Exam prior to appointment.

Licenses, Registrations, Certifications, or Special Requirements:

At Time of Employment Application:

Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

First Day of County Employment:

Possession of either a Class "A" or "B" (or equivalent) Commercial Driver's License (CDL) with Passenger and Air Brake Endorsement, or an Instructional Permit for a Class "A" or "B" Commercial Driver's License (CDL) with Passenger and Air Brake Endorsement, issued by the applicant's state of residence.

Upon Completion of Probationary Period:

Possession and maintenance at all times of a Class "A" or "B" (or equivalent) Commercial Driver's License (CDL) with Passenger and Air Brake Endorsement from the employee's state of residence;

Federal Environmental Protection Agency Air Conditioning Certification (Clean Air Act, 1990, Section 608 and 609) appropriate to the equipment services/inspected; anda Maryland State Forklift Operator License.

Promotion Potential: A Mechanic Technician Apprentice may be promoted to Mechanic Technician I after two (2) years of experience in the class, successful completion of the Fleet Management Services Mechanic Training Program, possession of all required licenses and certifications and recommendation of the appointing authority.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview. Employees meeting the minimum qualifications who are the same grade or higher will be placed on the Eligible List as a "Transfer" candidate and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:
  • Experience performing preventive maintenance and service inspections on transit buses, heavy trucks, and construction equipment following established standards, reference manuals, and maintenance schedules.
  • Experience troubleshooting, diagnosing, repairing and/or overhauling of major components and systems including (but not limited to) gas and diesel engines, automatic and manual transmissions, differentials and transaxles.
  • Experience utilizing advanced diagnostic equipment and tools to pinpoint equipment malfunctions.
  • Experience working on advanced heavy truck and transit vehicle systems, such as diesel emissions, air brakes, hydraulics, PTO's, auxiliary drives, multiplex wiring, and pneumatics.
  • Experience interpreting and applying manufacturer's recommended maintenance and repair standards, using repair manuals, schematics, diagnostic codes and safety manuals required to accomplish maintenance tasks.
  • Experience working on electric vehicles.
  • Experience working on alternative fuel vehicles and engines such as E-85, Compressed Natural Gas (CNG) and advanced technology drive train systems and controls.
