** Summary**

***Due to the Pandemic, and individual states with different phases of reopening, the selectees report date to the official duty station/facility may be delayed untilsuch time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.***

**Responsibilities**

This position is located in the Air Traffic Organization (ATO), Safety and Technical Training Service Unit, Safety Directorate, Safety Services Group (AJI-1500). This Group is responsible for analyzing reports and data to formulate corrective actions for continuous improvement, and serves as collaborative liaisons between different lines of businesses.

He/she applies experience and expert technical knowledge of National Airspace System (NAS) technical systems, operations and procedures used for airport and air traffic control and/or power, communication, surveillance, automation and/or other types of air navigation services to develop policies, processes and training that identify and mitigate operational non-compliance, safety risks, and fatigue issues. He/she serves as a senior project manager for large, challenging work activities to develop new concepts, systems, or innovative approaches. He/she develops solutions to resolve unprecedented situations that adversely affect crucial components of the NAS by modifying existing or emerging technologies. He/she identifies and resolves highly complex problems or issues that often overlap programs in other lines of business and that affect strategic Federal Aviation Administration (FAA) programs. This work directly supports the objectives of the ATO the FAA and the safe and continued operation of the NAS.

Use extensive technical skill and experience installing and maintaining aviation electronic equipment such as radars, communication and weather system equipment in a Federal Aviation Administration (FAA) terminal or en route air traffic facilities, he/she leads complex and challenging efforts to identify and resolve issues that often cross organizational boundaries. He/she integrates the results of investigations, safety evaluations, testing and risk management into a comprehensive strategy for operations in terminal and en route air traffic facilities. He/she applies skill using automated systems such as the Operational Risk Management (ORM)/independent Risk Management Checklist (IRMC) to evaluate and determine risk. He/she applies experience with certification, periodic maintenance and equipment coordination and logging procedures to develop policies and training criteria. He/she recommends efforts to mitigate identified non-compliance and safety risks in NAS technical events, including underlying risk factors, and methods to address service interruptions and outages.

He/she applies skill analyzing safety data to prepare reports to support management in strategic planning. He/she plays a lead role in the preparation and review of analytical reports and recommends mitigating solutions to senior management as appropriate. He/she drafts and reviews reports for external departments such as the National Transportation Safety Board (NTSB) and Office of Inspector General (OIG). He/she prepares and coordinates responses to Congressional, OIG, Office of Management and Budget, and General Accountability Office inquiries as required. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

He/she represents the FAA as a senior technical authority for safety initiatives to ensure compliance, reduce risk, and enact corrective actions by identifying and addressing relevant trends in Flight Plan Safety goals. Works with customers at high organization levels both inside and outside the FAA to resolve complex issues to ensure the integrity of the NAS. He/she applies skill working on cross-functional teams, including unions and external stakeholders to resolve problems related to Safety Management Systems and to develop recommendations to address complex aviation safety issues.

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13/FV-I) in the Federal government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

**Specialized Experience is defined as:**

+ Experience installing and maintaining aviation electronic equipment such as radars, communication and weather system equipment in a Federal Aviation Administration (FAA) terminal or en route air traffic facilities.

+ Experience analyzing and evaluating data to identify risks and to provide recommendations to mitigate risks.************************************
