+ **Duties**

As a **PROGRAM SUPPORT SPECIALIST**, you will:

* Evaluate the effectiveness of administrative and operations policies and procedures throughout the Office and ensure they conform to the policies and procedures of the Assistant General Counsel, Deputy General Counsel, the General Counsel, and the Department.

* Maintain official organizational records to ensure program effectiveness.

* Perform programsupport functions such as managing steps in the electronic discovery litigation hold process for the Department (current and departing employees) including monitoring the Division's electronic mailbox; processing confidential litigation hold notices; maintaining the master litigation hold list for the Department; notifying impacted parties and submitting IT Tickets to preserve electronic data and schedule data collections; and processing notifications for departing employees through the HUDGone system.

* Provide guidance, direction and/or instruction, along with Office staff, to assist individuals in Headquarters and the Field experiencing IT challenges; advise users regarding more effective use of computers; maintain inventory of IT equipment; and analyze current Office information systems and recommend solutions for tracking and office management systems.

* Manage user accounts, login information, and passwords for OGC systems. Proactively review OGC systems user account lists and perform inspections of users whose access needs to be removed or kept current.

The official duty station for this position will be in **Washington, District of Columbia**. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

** Qualifications**

You must meet the following requirements within 30 days of the closing date of this announcement.

**Specialized experience for the GS-11 grade level is defined as one year of experience at the GS-09 grade level, or equivalent. that has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is defined as:**

- Evaluating the effectiveness of administrative and operations policies and procedures to ensure they conform to those of the Department as a whole; AND

-Providing advice and guidance on IT policies and equipment; AND

-Conducting analysis of IT systems to assist in determining whether new systems/applications or enhancements should be developed; AND

-Managing the electronic discovery litigation hold process; AND

-Experience assisting attorneys and paralegals in IT or electronic discovery.

**OR Education:** Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work.

**OR Combination:** You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

Experience may have been gained in either the public, private sector or **.** One year of experience refers to full-time work; part-time work is considered on a prorated basis. **Time-in-Grade:** In addition to the above requirements, you must meet the following **time-in-grade requirement**, if applicable:

For the **GS-11** you must have been at the **GS-09** level for 52 weeks.

**Time After Competitive Appointment:** Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. **Education**

**CONDITIONS OF EMPLOYMENT:**
