**WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS)**FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION customers are IRS employees. FMSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission. **See "Other Information" for Locations**

**Responsibilities**

Building Management Specialists provide technical advice, consultation, and assistance to management on assigned program issues. In the position, you will be responsible for planning, analyzing, and implementing critical service functions in the areas of landscape management/snow removal, alterations/construction management, food services (e.g., cafeteria and canteens) operations, recycling/shredding services, providing back-up support for the energy management and utilities program and other related programs. You will also serve as a Contracting Officers Technical Representative (COTR) on one or more contracts. These services frequently impact multiple delegated IRS locations and organizations.

As a **Building Management Specialist** you will have responsibility for carrying out duties pertaining to one or more of the following support services programs you will:

**Contracting Officers Technical Representative (COTR) Duties**:

+ Monitor legislation, regulations and industry standards such as National Fire Protection Association (NFPA), National Electrical Code (NEC) and American Society of Heating, Refrigeration and Air-conditioning Engineers (ASHRAE) to identify new or changed requirements and assesses impact on local services.

+ Make personal inspections of services and provide authoritative technical advice and contract interpretations pertaining to the Building Delegation programs

+ Prepare the Government Cost Estimate Prepares budget projections, and track funding and spending.

+ Troubleshoot significant problems with procedures, policies, and processes available to incumbent and develop creative means for resolving problems. If you want to find out more about IRS careers, visit us on the web at

** Qualifications**

You must meet the following requirements by the closing date of this announcement.

**GRADE 11 LEVEL:** You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of the practices, regulations, policies, and precedents external/internal and others associated with building management functions (e.g., landscape maintenance, food services, recycling/shredding, etc.) in order to provide technical advice on service problems, issues and contracts. Some examples of such regulations and policies, include: Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations, CFR (Code of Federal Regulations), OSHA (Occupational Safety and Health Act), and FPMR (Facilities Property Management Regulations) and procurement regulations, to ensure actions, advice and guidance complies with established rules and laws; Analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods; Experience working with contract administration sufficient to identify problem areas/trends, recommend modifications and/or adjustments to ensure contract conditions are met; Knowledge of various automated systems and software programs in order to research and obtain up-to-date information, track work assignments, and to generate/issue reports. Examples of these systems and programs are: ERC (Employee Resource Center), CMMS/CMIS (Computerized Maintenance Management/Information System), lawn irrigation systems, AFS (Automated Financial System), RTS (Requisition Tracking System). Knowledge of oral and written techniques in order to prepare reports/documents/technical contract specifications, identify and resolve problems and to communicate effectively with employees, union officials, Contracting Officers, contractors and others both within and outside the organization. OR

You may substitute education for specialized experience as follows:

Ph.D. or equivalent doctoral degree. OR

Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR

LL.M., if related
