+ **Duties**

The American Rescue Plan Act of 2021 is an unprecedented effort to stop the spread of COVID-19 and respond to the public health, education, and economic crisis caused by the pandemic. It includes measures to deliver immediate relief to American families, fund a national vaccination program, provide aid for small businesses struggling to keep their doors open, cut child poverty in half, reopen schools, and help parents get back to work. American Rescue Plan funds will allow AmeriCorps to:

* Create new national service opportunities

* Provide additional benefits for members and volunteers

* Support nonprofits working in underserved communities

The incumbent will lead a team that will provide critical just-in-time support for application reviews, due diligence reviews, and award processing to assist with the additional volume of activities throughout the grant lifecycle, and specifically Grant Application and Review Processes (GARP) and closeouts of expired grants. Additionally, they will provide grants management support to ORO and OGA by reviewing expired grants and preparing documentation to close out the grants. This requires that the incumbents apply knowledge of AmeriCorps grant processing requirements and systems.

The incumbent will:

* Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

* Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

* Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.

* Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.

* Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.

* Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the Supervisory Operations Specialist instructions on work priorities, methods, deadlines and quality have been met.

* Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

* Develop standard operating procedures or policies regarding areas of responsibility.

* Utilize Portfolio Navigator and other technological tools to enhance OGA's key workstreams.

* Identify process improvements for grant reviews and award processing.

* Review and informing guidance for ORO and OGA staff.

* Conduct and monitor AmeriCorps' grant closeouts in a timely manner.

* Produce reports for staff use and creating customized reports and analyses based on unique or stand-alone queries.

* Exercise supervisory management responsibilities over a subordinate staff including effective utilization of personnel resources, monetary resources, administrative operations and adherence to personnel management rules and procedures and ensures that all personnel issues are resolved in an effective and timely manner.

* Identify, manage and mitigate project risk.

* Establish goals and objectives for team performance.

* Establish guidelines and performance expectations for team members.

* Evaluate employee performance and provide formal and informal feedback; develop work improvement plans.

* Perform other duties as assigned.

* A 2-year probationary period is required for new Federal employees and supervisors.

* Merit Promotion and internal applicants must submit a SF-50 to verify Status and grade

* Satisfactory completion of a background investigation.

* Must be telework ready. See the ADDITIONAL INFORMATION section for more details regarding the agency's current full-time telework status.

** Qualifications**

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: 1) reviewing grant applications; 2) managing a grant portfolio; 3) overseeing key elements of the grants management process; and 4) providing oversight/supervision to a team in an office environment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

**Additional information**

**Term Employment:** As a Term employee, you will not be covered be the agency's with the Office of Personnel Management, which allows for noncompetitive transfer from AmeriCorps to other agencies in the competitive service of the federal government.

**COVID-19 Vaccination Requirements:** As required by Executive Order 14043, all Federal employees are required to be fully vaccinated against COVID-19 no later than November 22, 2021, regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), and subject only to such exceptions as required by law. Therefore, even if you are selected for a position on or before November 22, 2021, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency.
