Position Overview:

The Facilities Project Manager is an integral part of the Property Operations team. Under the direction of the Director of Facilities Management, this position is responsible for oversight and supervision of all capital and major projects, asset replacements, building renovations, and restoration projects. This position provides project leadership and technical expertise to Facilities Management, Property Management, Asset Management, and Real Estate Development. This role requires a firm understanding of building systems and Facilities Management practices to ensure projects are completed on time and within budget. The ideal candidate applies project management skills, has experience working in multi-family apartment settings, and is a strong communicator and collaborator.
Work Schedule: Monday Friday onsite at our Capitol Hill office
Your Impact:
Capital Improvement Project Management
In collaboration with Asset Management, Facilities, and Property Management, participate in the annual budgeting process to develop an annual capital improvement plan for the portfolio, incorporating capital needs assessment recommendations.
Plan, coordinate, and implement capital repairs/replacements. Maintain tracking system of status of work and lead monthly cross-departmental capital improvement meetings.
Manage capital improvements, including developing a scope of work and managing the contractor bid and selection process. Provide general construction support, project coordination, permit procurement, vendor relations, and project budgeting. Keep all teams informed of the schedule and project process.
Coordinate Capital Needs Assessments, maintaining working copies of CNAs and documenting work completed in appropriate building files.
Ensure that work identified in Capital Needs Assessments (CNAs) is integrated into Facilities Management annual work plans and preventative maintenance schedules.
Consult on major rehabilitation of properties.
Partner with external funders and lenders to apply for city, state, and federal facility energy improvement grants. Track the use of funds, complete progress reports, document processes, and outcomes, and align milestones to compliance and audits.
Assume project management and completion of restoration projects following major events (ie: fire/flood restoration); coordinates with Asset Management on insurance claims as appropriate.
Participate in due diligence to evaluate potential new sites for acquisition and new development of multi-family housing.
Work with the Property and Facilities Management Teams to ensure the long-term stewardship of Bellwether buildings.
Energy Efficiency Oversight
Continuously monitor energy performance of Bellwether building for optimization and local energy standards.
Lead investigations of high water or energy use at sites with utility companies to restoration of normal usage.
Collaborate with Construction Management, Facilities Management, and Property Management teams to ensure that work identified in energy audits or indicated by performance data is implemented.
Manage energy efficiency upgrades in accordance with city, state, and federal codes.
Requirements
Who You Are:
Five (5) or more years of experience in various construction or Facilities Management leadership roles. (Maintenance Manager, Site Superintendent, Construction Project Manager, Facility Manager)
Experience working in multifamily apartment setting.
Knowledge of landlord/tenant law, fair housing laws, and procedures related to property management software.
Experience with contract administration, budget management, and contract negotiating.
Proven success in project budget management, and multi-year strategic planning.
Demonstrated success managing complex construction projects involving all levels of the process from scheduling and developing construction plans, to recommendations on vendors, budgets, and timelines.
Prior experience working with a maintenance management system or equivalent.
Strong working knowledge of Microsoft Office applications with an emphasis on Word, Excel, Internet software, e-mail, and database software skills.
Excellent verbal and written communication skills. Strong research and critical thinking skills.
Proven ability to provide effective customer service for internal and external client groups.
Demonstrated ability to work effectively in a collaborative team environment with a dynamic range of people.
Able to travel and work at local Bellwether sites as needed.
Certifications (preferred NOT required)
Washington State 07a electrical certification.
Renovation, Repair and Painting Program Renovator Certification for lead-based paint
Certified?WA state L&I asbestos supervisor.
