**Job Summary**

Proactive and dynamic talent acquisition professional and facility security officer sought to help manage, and grow, recruiting and security department for a growing veteran owned small business. The Sr. Technical Recruiter/FSO will perform professional level duties and responsibilities for the leadership of the company.

The Sr. Technical Recruiter/FSO will be responsible for guiding talent through the recruiting pipeline to include sourcing, screening, review of applicants in the Applicant Tracking System (ATS), conduct phone screens, interviews, format/template resumes, and submit applicants using a variety of portals. The Sr. Technical Recruiter manages all aspects of recruiting, providing daily status, managing the ATS while adhering to the existing SITEC recruiting process.

The Sr. Technical Recruiter/FSO , will hold a Top Secret DoD Clearance, and will be responsible for implementing the Industrial Security program ensuring company and customer security requirements are met; represent SITEC in all matters related to security, provide ongoing education and guidance to employees and leadership on security initiatives, provide professional security support across a broad spectrum of security disciplines, personnel, physical, procedural, communications security to enable diverse program activities and personnel performing on contracts.

The FSO will be responsible for ensuring that SITEC is compliant with the government standards for handling classified information and Controlled Unclassified Information (CUI). The FSO manages the company's personnel clearances; submits employees for clearances and investigation; tracks clearances and submits periodic reinvestigations when needed. Administer day-to-day security programs, develop Standard Operating Procedures (SOP), Operations Security (OPSEC) and Emergency Actions Plans (EAP); personnel processing, program reviews, document control system audits, self-inspections, 32 CFR part 117 reporting management, Work with Leadership to ensure requirements for CMMC 2 Certification are supported. Work as a team player, exhibit flexibility, and excellent organizational skills. Analyze moderate problems and provide focused solutions with the ability to effectively communicate information to various audiences. Bring security risks to the attention of the senior management and PMs as identified. The FSO conducts bi-annual self-inspections, applies risk mitigation methodologies, supports customer assessments, and implements security measures to meet requirements.

**Primary Responsibilities**

* Source, review applicants, phone screen and schedule candidates for interview (applicants for technical positions) and conduct brief security interview and verify clearance in DISS and with the customer.

* Conduct HR and Security portions of candidate interviews.

* Targets applicants for positions using multiple sourcing approaches to include cold calling, referral programs, technical user groups, internal data bank and other media/networking tools like Twitter, GitHub, etc. in addition to traditional approaches such as Clearance Jobs, indeed, LinkedIn, etc.

* Work with Program Managers, HR, Security and Team Leads to get candidates through the program/customer interview, staffing, and security process.

* Match applicants to job openings/requirements and template resumes.

* Track job openings provided by customers and keep openings current in the ATS.

* Actively source/advertise for future job openings and manage candidate pipeline.

* Review applications, email, call applicants and perform phone screens.

* Arrange management interviews, coordinating schedules; set up WebEx for remote Interviews, and greet in-person interviewees.

* Facilitate the entire recruiting process and manage all documents per SITEC recruiting process.

* Be proactive and provide management/HR information regarding candidates fit/ requirements/ assessment.

* Maintain Status Reports for Management.

* Strong understanding of Physical Security requirements to include collateral Closed Areas. Along with working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.

* Working knowledge of NISPOM, 32 CRF Part 117, maintains required Industrial Security Training, and participates in Industrial Security Professional Associations, assist in ensuring compliance with DFARS 252.###-#### / NIST SP 800-171.

* Ensure the company protects classified and CUI material from unauthorized disclosure; manage corporate security programs and initiatives such as paper shred services.

* Serve as the Insider Threat Program Senior Official (ITPSO) and is responsible for the Insider Threat Program.

* Experience working as an FSO or AFSO within the Intelligence Community, specifically the Maryland Customer. CSSO experience is desirable.

* Thorough understanding of security databases such as DISS, NISS, eQIP , and ISFD.

* Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.

* Ability to provide effective security awareness, training, and education programs for SITEC.

**Basic Qualifications**

* Minimum 5 years of prior recruiting experience, IT recruiting experience strongly preferred.

* Has completed the DoD new FSO training program for Non-Holding Facilities. Completion of CSSO training helpful.

* Self-starter with the ability to work independently, customer service oriented.

* Traditional sourcing or recruiting experience.

* Knowledge and skill related to phone screen and interview process.

* Ability to develop strategic working relationships with Recruiters, Program Managers and Staffers.

* Ability to work pro-actively in a fast-paced, target-driven environment and perform well under time constraints and changing deadlines.

* Excellent oral and written communication skills.

* Team-focused mindset with the ability to work in a small-company environment and be accountable for recruiting tasks and statuses.

**Education and Experience Requirements**

* Bachelor's degree desired.

* Working knowledge and experience with technical jargon and federal agencies contracts and positions.

* Detail orientated /organized with the ability to prioritize.

* Self-motivated with the ability to work within a team.

* Proven ability to develop relationships with candidates, teaming partners and customers.

* Thorough working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards, and new FSO training certificate.

* Ability to interpret company and government security policies and apply them to program operations.

* Ability to develop on-going, effective security awareness tools, training, and education program collaborating with CISAs and other resources to impart relevant information to employees in a timely fashion.

* Exceptional customer service and follow up skills.

* Flexible and able to learn new tools quickly.

* Experience with Microsoft Suite & SharePoint and other systems.
