Senior Business Analyst

Job description

This Senior IT Business Analyst is responsible for supporting IT infrastructure sustainment and modernization initiatives. The person in this role is responsible for understanding the changing technological needs of the client organization, analyzing the impacts of change, documenting and supporting communication between relevant IT and end-user groups and stakeholders and decision makers, and translating requirements into technology-driven initiatives that help the client organization achieve its goals.

The role will demand the ability to lead discussions, communicate clearly and concisely, deal with evolving and dynamic project priorities, work calmly under pressure, and represent cBEYONData and the client organization at the highest standards.

The ideal candidate will be able to start on or around February 12, 2024. The position allows for a fully remote team member, but if you are in the DC, Maryland, or Virginia areas there is a possible added benefit of face-to-face meetings on a quarterly basis.

Responsibilities :

Elicits, analyzes, specifies, and validates the business needs/requirements of stakeholders, be they internal customers within the contract, customers within the client organization, or ends users within either of these. Elicits/gathers requirements for the customer's administrative enterprise applications. This work encompasses support of systems enhancement change requests from the customer, as well as standard IT operations & maintenance functions completed as mandated by customer IT policy. Supported O&M functions include annual user account recertification process, biannual server certificate expiration updates, periodic user account request form updates, monthly vulnerability remediation support, POAM remediation support, help desk issue remediation support, quarterly software license compliance support, monthly ISSO support, quarterly backup and restore exercise support, and annual failover/switchover exercise support.Collaborates with project sponsors in client organization and project managers to help determine project scope and requirements.Conducts and leads interviews to gather customer requirements via elicitation meetings, uses cases, user stories, business process scenarios, and other methods as necessary to capture the as-is and to-be business processes and IT solutions.Works with stakeholders and project team/project managers to prioritize collected requirements.Participates in the QA of software application development builds or purchased solutions to ensure features and functions have been designed and built/enabled and optimized.Partners with development and technical teams to ensure that they understand the requirements specifications, conducts business process modeling/definition, and generates applicable scenarios for QA and UAT.Drives investigations by validating and translating business requirements into functional requirements and solutions and contributes throughout the enhancement and new development process with analysis, solutioning, UAT, and training support.Analyzes and verifies requirements for completeness, consistency, comprehensibility, feasibility, and conformity to established standards.Develops and utilizes established standard templates to write requirement specifications, accurately and concisely. Requirements artifacts include Agile user stories.Develops and conducts peer reviews of the business requirements to ensure that requirement specifications are correctly interpreted.Assists with the interpretation of customer requirements into feasible options and communicates these back to the client stakeholders.Manages and tracks the status of requirements throughout the project lifecycle and enforces and redefines/refines as necessary.Organizes and leads requirements gathering and related meetings with stakeholders at multiple levels.Applies strong verbal and written communication skills to effectively interact professionally with diverse groups, including the customer's executives, managers, subject matter experts, and end users.Conducts detailed research of the customer's business processes to translate business requirements into precise, high-quality functional requirements. Possesses strong analytical capabilities and the ability to break down complex ideas into manageable pieces.Applies strong technical writing experience to develop user story-based product backlogs, document as-is and to-be solutions, and deliver requirements-related artifacts.Works with testing lead to help prepare for user acceptance testing to help ensure a successful outcome at the completion of each development effort.Monitors and maintains project communications with the customer after initial release to assist with prioritization of defects and to measure and support impact to the client, as well as to manage/prioritize existing backlog going forward.Regularly leverages experience with the principles of the SDLC, knowledge of relational database management systems concepts, and demonstrated experience adhering to project plans and schedules.Supports data archiving efforts for retired/inactive applications.Provides upfront data analysis support for implementation of customer's established enterprise data standards in use in the supported enterprise applications.Provides documentation updates for application release implementation plans and security-related documents.Assists with weekly contract status reporting for supported systems. Leads/facilitates Weekly status meetings for supported systems. Reports to contract prime line of business manager daily/weekly with latest status.Demonstrates skills footprint with Agile methodology, including Scrum Master and Product Owner functions.Leads/facilitates scrum team in release planning meetings, sprint planning meetings, sprint review meetings, sprint retrospective meetings, release IPT meetings, and release readiness review meetings. Some application develop teams use Kanban approach for task management. Others use scrum sprints typically lasting three-four weeks. Assists with immediate implementation of process adjustments due to "starts, stops, and continues" identified in retrospectives.Assists with release management for completed development work. Creates and maintains CONOPs for releases/application enhancement change requests and O&M system updates efforts scrum team completes. Creates release outage notifications.Creates and maintains/ "refines" product backlogs on regular/ongoing basis. Conducts release planning, and product backlog refinement/prioritization based on customer input/updates/feedback. Creates standard topics per release. Assists with break-down of backlog into small pieces/tasks. Works collaboratively with scrum team members to refine requirements and produce working solutions. Engages end users/customer early and often to help validate design/solutions.Works with scrum team and product owner/customer to remove roadblocks.

Requirements :

Experience developing requirement specifications, including Agile user stories, business process workflows, IT architecture diagrams, and use cases.Experience with JIRA, Confluence, Bitbucket, SharePoint, MS Office business applications, Visio, or similar tools.Experience in projects related to law enforcement sensitive software development applications, Java-based proprietary software development, supporting software upgrades, and IT modernization initiatives an advantage.Formal training in disciplines of business process analysis, IT project management, Agile Scrum Master, and Agile Product Owner.Ability to pass a U.S. Government background investigation, Secret clearance preferred, U.S. citizenship required
