Manages and evaluates technical aspects of the U.S. Navy hard targets budget and marshals it through the Department of Defense's annual budgeting cycle. Analyzes budgets, programs, and financial reports for accuracy and clarity. Represents the Navy's joint hard targets budget to the Joint Hard Targets Strategies, the Defense Department and the Director of National Intelligence. Prepares the Program Objective Memorandum (POM) on behalf of the Navy staff for presentation to senior leaders and decision makers. Correlates budgeting data across programs. Develops internal procedures for managing the Navy's Joint Hard Targets budgeting process. Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and network operations officials.

Roles and Responsibilities:

Coordinate the U.S. Navy's military intelligence program hard targets budget across the intelligence community.

Work across the intelligence community's programming offices to staff the navy's joint hard target's budgeting.

Understand the U.S. Navy budgeting and programming system.

Manage the military intelligence program budget across as it relates to the Department of Defense's POM process.

Work across the intelligence communities budgeting process and understand the National Intelligence Program and Military Intelligence Programs budgets.

Basic Qualifications:

Must have an active TS/SCI clearance and be willing to undergo a CI poly.

10+ years' experience in U.S. Navy budgeting or programming.

5+ years' experience in an intelligence budgeting role.

5 years demonstrated experience working across organizational teams.

Previous pentagon or other higher headquarters staff experience working budgeting issues.

Preferred Qualifications:

Experience providing budgeting support to planning, execution and assessment of cyberspace operations.

Experience with Special Access Program processes.

Experience briefing senior US government officials.

Familiarity with U.S. Navy budgeting policy and processes joint hard targets strategies.

Salary Range:

$117,700 - $176,500

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
