Summary

The Federal Mine Safety and Health Review Commission (FMSHRC) is offering a temporary, non-reimbursable lateral detail for a Privacy Specialist to develop its Privacy Act program and guide the Privacy Act Team. You will retain the pay you are currently receiving from your position of record. Employees external to FMSHRC will require permission from their current agency to be detailed.

Clarification from the agency

This temporary, non-reimbursable lateral detail is open to all candidates who are within the local commuting area of Washington D.C., and who are current U.S. Federal Government employees, to include current Competitive Service employees, and Excepted Service employees currently serving under a Schedule A, Schedule B, or VRA appointment. Employees external to FMSHRC will require permission from their current agency to be detailed.

Duties

Duties include:
  • Serving as an expert advisor, providing organizational technical guidance to Senior Leadership and the Privacy Act Team on matters within the purview of the Privacy Act. Concurrently fills the role of Acting Senior Agency Official for Privacy (SAOP).
  • Reviewing and evaluating the agency's privacy program requirements, drafting authoritative internal privacy policies, and conducting Privacy Act training.
  • Planning, developing, coordinating, and establishing standard operating methods and procedures for accomplishment of the privacy mission and implementing the privacy program objectives to ensure guidance and procedures comply with all applicable Federal privacy legislation, regulations, and OMB guidance for integration of privacy as a foundation within agency systems.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

Qualifying Experience includes:
  • Working as a Privacy Specialist and applying the Privacy Act regulations.
  • Conducting manual redaction or using electronic redaction tools to excise information from records and annotate exemption codes near the redacted material.
  • Drafting System of Records Notices (SORNs) and using the Regulatory Information Service Center (RISC)/Office of Information and Regulatory Affairs (OIRA) Consolidated Information System (ROCIS).
