The Arcanum Group is currently searching for a Construction Management Representative in the Georgetown, Washington DC area to work on several projects in the Georgetown District of the Chesapeake and Ohio Canal that is located along the lower mile of the National Park in Washington, DC. The projects are meant to repair canal inlet lock 1 and lift Locks 1, 2, and 5 and to reconstruct the Georgetown canal walls.

Duties:

  • Communicate with both general contractor and also NPS regarding the interpretation of scope of work and construction progress and be able to act as a SME with the ability to give opinions and/or action on the projects.
  • Observe and report on the general contractor s performance in relation to scope of work as well as any nonconformance with the contract. Promptly notify the NPS of any problems or issues observed.
  • Arrange, attend, and facilitate a variety of meetings including, but not limited to, weekly progress meetings on-line and/or on-site, internal meetings with the Government, meetings with the AE, AHJ, or other required inspections, and negotiations between the Government and General Contractor, as required.
  • Responsible for facilitating and documenting notes from the progress meetings (within 1 business day).
  • Take appropriate photographs and include them in the daily logs with legends, dimension notes, and descriptions of what the photograph entails.
  • Document safety issues on CMR Daily Log and notify COR.
  • On a weekly basis, receive/review the Prime and Subcontractor s certified payrolls and payroll logs for the on-site laborers and mechanics.
  • On a monthly basis, review the Construction Contractor s progress Payment Requests and required supporting documentation.
  • Notify the NPS immediately of material deliveries that do not conform with approved associated submittal(s).
  • Review, verify completeness and accuracy and log the Construction Contractor s Requests for Information (RFI).
  • Assist the Government, as needed, to facilitate, develop and manage documentation relevant to Contract Changes and disputes. This includes preparation of Request for Proposal (RFP) documentation, developing a RFP Log that tracks RFP numbers, issue date, IGE date and amount,

Qualifications:

  • Must have an engineering degree from an ABET or NAAB accredited school or equivalent or a technician who is supervised and directed by a qualified CM Engineer.
  • 10+ years of practical experience in construction management and oversight.
  • Technological knowledge and abilities such as: utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
  • Ability to walk or climb on a daily basis to observe contract performance.
  • Technical knowledge and abilities such as: a. Ability to read, interpret, understand, observe, document, and confirm conformance to the Construction Contract, Plans and Specifications.
  • Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
  • The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities services received by the Government that can be paid for.
  • Knowledge of and experience with construction practices directly related to historic stone masonry, heavy civil engineering features, work around water/streams/rivers, and on multiple concurrent constrained sites. Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes. Familiarity with the use of Project Management software programs. Offerors familiar with Federal policies, procedures, and workflows will be rated more favorably.
