About Your Position

CONSTANT is seeking a proven FEMA Qualification System (FQS) Program Manager to lead a talented team supporting training development and revision for the Federal Emergency Management Agency (FEMA). This Is What You'll Do

  • Oversee project management and administrative tasks for a large federal contract.
  • Lead multiple remote teams of Instructional Systems Designers (ISDs), psychometricians, and technology experts to build and refine disaster response and recovery training.
  • Manage multiple contract task orders, including administration, budgets, and timelines.
  • Oversee course development, alpha and beta reviews, content revision, and evaluation strategies for online and in-person experiential learning.
  • Ensure teams and projects are hitting financial targets, including utilization, profitability margins, and project budgets.
  • Build relationships with high-level Federal clients.
  • Maintain fluency with each contract, scope, and related requirements.
  • Keep corporate budgetary reporting up to date and ensure timely submittal of invoices.
  • Create compelling and visually interesting products, ensuring all deliverables are completed to a high level of quality and accuracy.
  • Uphold CONSTANT Quality standards and practices in everything you do.
  • Identify and mitigate any risks in the project execution.
  • Manage subcontractors and related agreements where applicable.
  • Identify opportunities for repeat business or future Business Development (BD) work and communicate to the Portfolio Managers and/or BD team.
  • Mentor project team members and provide effective feedback.
  • Manage your personal schedule and timelines across projects, prioritizing project needs, teamwork, and a healthy work-life balance.
  • Foster a healthy, constructive, and inclusive work environment.

Qualifications

To be considered for the position, you must meet the following requirements:

  • A Master's degree plus 8 years of relevant work experience OR a Bachelor's degree plus 12 years of relevant work experience.
  • Experience either working at FEMA or in leading federal contracts supporting FEMA.
  • Mastery of in-person and online presentation, facilitation, and stakeholder engagement.
  • Proven success managing projects and teams, preferably on Federal contract work.
  • The ability to drive projects and tasks to completion by exerting influence without authority.
  • Excellent communication, business writing, formatting, interpersonal, and presentation skills.
  • Superior leadership and mentorship skills.
  • Proficiency in MS 365 suite, including familiarity working in templates.
  • U.S. Citizen and ability to pass a public trust background investigation through FEMA.
  • Ability to travel occasionally to FEMA headquarters, training facilities, or other designated locations (typically 20% or less).

Ideal candidates may also possess several of the following skills and qualifications:

  • Familiarity with the FEMA Qualification System (FQS).
  • Experience managing technical experts who build software solutions.
  • Familiarity working within Unanet or a similar Enterprise Resource Management (ERM) tool.

Location, Compensation & Benefits

This is a remote position; however, must reside in one of the following states:

AL, CA, DC, FL, GA, IL, MD, MI, MO, NC, NJ, NM, NY, OH, PA, TN, TX, VA, WA

Preferably located near Washington, DC

Travel may be required (~ 20% or less)
