The Information Technology Division (ITD) of The Naval Research Laboratory (NRL) conducts a wide range of Research and Development (R&D) efforts which require the support of multiple facility operations and coordination of task efforts, scheduling, budgeting and execution of assigned ITD projects.
SCOPE
The Contractor shall provide comprehensive computer/technical, program management, and financial/budget support to the Information Technology Division. The contractor shall provide technical and operational, support of ITD's computer hardware, software, and network infrastructure. The contractor shall provide financial/budget support to ensure compliance with NRL Financial Management requirements and tracking, monitoring, and reporting of specific ITD projects and overall ITD budget. Under no circumstances will any work under this task order be used to perform work of a policy, decision making or managerial nature that is a direct responsibility of agency officials.
TASK DESCRIPITIONS
The contractor shall support organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks.
The Contractor shall support formulation and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
The Contractor shall assist in preparation and review of program documentation, plans of action and milestones (POA&M) and other program execution plans required as part of the development of ITD projects.
The Contractor shall support project Principle Investigators ensuring technical requirements are within schedule and budget.
The Contractor shall manage and maintain contractor interface with the senior levels of the customer's organization. Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
Contractor shall perform fact finding, analytical, budget, and financial management support for ITD.
The Contractor shall ensure compliance with NRL internal Financial Management processes.
The Contractor shall assemble and summarize data for monthly, weekly and on-demand status reports, input statistical data daily for use in compiling monthly status reports. Data shall be current and accurate.
The Contractor shall provide support to the Principle Investigators ensuring technical requirements are within schedule and budget.
The Contractor shall prepare and maintain data needed for analysis of program funding requirements and for program execution and sponsor program budget reviews. The Contractor shall prepare status and descriptive summaries of each ITD project and provide inputs to databases for status reporting and tracking. Skill set info A minimum of five years of directly related experience in organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks.
Experienced in formulation and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
Experience in preparation and review of program documentation, plans of action and milestones (POA&M) and other program execution plans of development of ITD projects.
Experienced in assemble and summarize data for monthly, weekly and on-demand status reports.
Experienced in support project Principle Investigators ensuring technical requirements are within schedule and budget.
Experienced in compliance with Navy or DoD internal financial management processes. Education Minimum B.S. degree in Business Administration or Accounting Certifications (if required) Security Clearance:
TS/SCI position. Personnel must possess a final DoD granted TOP SECRET security clearance with SCI eligibility.
