Title: Staffing Support Services - Office of the Chief Administrative Law Judge
Location: Department of the Treasury

Washington DC 20004
Duration: Services will be provided on-site and remote, or a combination of depending on program requirements. For COOP and COVID re-entry purposes, the assigned Contractors will be permitted to telework when FMSHRC managers have determined that is appropriate on an as needed basis. Telework options for Contractors are solely at the discretion of FMSHRC's managers and may be terminated at any time.

The period of performance for this task order will include a 12-month Base Period and two (2) 12-month Optional Periods. Exercising of any of the option periods is contingent upon FMSHRC's needs. All terms and conditions applicable to the base period shall extend to the options unless otherwise agreed upon.

Description/Specifications
1. Background
The Federal Mine Safety and Health Review Commission (FMSHRC) ensures compliance with
occupational safety and health standards in the Nation's surface and underground coal, metal, and
nonmetal mines. The Federal Mine Safety and Health Review Commission is an independent,
adjudicative agency established by the Federal Mine Safety and Health Act of 1977 ( 30 U.S.C. 801 et
seq.), as amended. It provides administrative trial and appellate review of legal disputes arising from
enforcement actions taken by the Department of Labor.
2. Objective
The objective of this requirement is to obtain support staffing services for the docket office and other areas within the Office of the Chief Administrative Law Judge (OCALJ).
3. Scope of Work
The scope of this SOW encompasses personnel staffing services to fulfill FMSHRC's goals and objectives efficiently and effectively. Specifically, the Contractor shall provide experienced personnel to perform administrative services. The Contractor's assign ed personnel shall be directly responsible for ensuring the accuracy, timeliness and completeness of assignments and the tasks.
4. Specific Tasks
(a) Project Manager
The nature of the services needed to support operational services of the Office of the Chief Administrative Law Judge. The support areas that will be involved with these activities include, but are not limited to:
ssists in planning and coordinating the Commission's docketing activities
Participates in analyzing current organizational policies, procedures, and systems to make recommendations that would increase the efficiency and effectiveness of docketing activities and operations
Keeps the supervisor informed of matters affecting docketing operations and issues
Monitors all incoming filings, which are documents filed via upload, mail, e-file, fax, or hand delivery, to assure quality control
Assures all filings are filed and placed in e-CMS correctly and distributes internally
Assists in overseeing the effective operation of e-CMS for docketing and updating cases
Ensures expeditious and correct processing of cases in e-CMS in accordance with the Commission's procedural rules, internal policies and obligations under the FOIA, Privacy Act, nd recordkeeping laws
Runs reports to generate and distribute daily disposal feed and weekly petition feed
Identifies new cases by substantive legal category
Reviews initial and subsequent filings for timeliness and legal sufficiency
Identifies inadequacies and takes appropriate measures for correction either by oral communication or by ensuring preparation of letters for signature of supervisor or Chief Administrative Law Judge
Creates new cases in e-CMS
Ensures prompt and correct creation of cases with appropriate docket identification and notice to parties. Prepares cases ready for assignment by Chief Administrative Law Judge by advising him/her of substantive nature of the cases, relevant sections of law, prior assignments of judges, and operations and geographical areas
Ensures preparation and distribution of assignment orders and case files. Identifies cases where show cause and default orders need to be issued and ensures preparation of such orders for signature of Chief Administrative Law Judge
Issues Commission decisions and orders and distributes decisions and orders to interested parties. Maintains and assures accuracy of Commission caseload data in e-CMS. Maintains a list of all incoming and outgoing Commission filings and cases
Responds to case status and other inquiries from claimants, private and government attorneys, other government agencies, Commission judges and legal technicians
