As an ARPA-H (Advanced Research Projects Agency for Health) Subject Matter Expert (SME) for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will contribute your experience from technical, managerial, or scientific fields. Working in concert with the PM and the ARPA-H leaders, you will address their challenges related to managing their critical programs to deliver transformative, sustainable, and equitable health solutions for the Nation.

This is an opportunity for someone with extensive health and ARPA experience (e.g., IARPA, DARPA, HSARPA, ARPA-E) to work with an exceptionally talented and high-performing team on challenging and cutting-edge projects. This position requires the ability to effectively juggle multiple priorities, strong organizational skills, and the ability to coordinate among senior managers and technical professionals.

ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding whats technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

Responsibilities include:

  • Researching and providing guidance on leading-edge technologies, particularly as they relate to the ARPA-H mission.
  • Evaluating the feasibility of technical approaches to problems.
  • Reviewing ARPA-H-related technical reports and providing critiques of methods and results.
  • Developing and evaluating scientific capability development strategies.
  • Monitoring programmatic and technical performance against goals.
  • Assessing the efficacy, safety, cost lifecycle costs of proposed or realized scientific solutions.
  • Developing scientific program status reports, PowerPoint briefings, and read-ahead materials.
  • Monitoring, and maintaining a central repository of chem/bio scientific and technical program information (e.g. reports, requirements, etc.).
  • Organizing, coordinating, and participating in meetings, discussions, and seminars.
  • Communicating scientific findings to technical and non-technical audiences as needed.

Qualifications:

Required minimum skills and knowledge:

  • Masters degree with 1+ years of experience
  • Able to obtain a Public Trust Clearance
  • Experience in technical, managerial, or scientific fields and have expert credentials or be recognized as an authority and have the mature judgment required to advise senior Government personnel.
  • Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is required.
  • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems.
  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Experience providing guidance, feedback, and consulting services to federal program managers.

Desired skills and knowledge:

  • Experience with basic and applied research and prior experience as a senior Systems Engineering and Technical Assistance (SETA) contractor is highly desirable.
  • Experience managing R&D programs from inception to closeout is also highly desirable. Individual will have demonstrated ability to make decisions independently on R&D problems and methods, in resolving important questions, and planning and coordinating work. Individual will have demonstrated experience in the use of advanced techniques, theories, precepts, and practices in a scientific or technological discipline.
  • Program management experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E) with an oversight role (leading a team) is strongly desired

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis total compensation package for employees.


USD $72,800.00 - USD $127,400.00 /Yr.
