The mission of the Department of Permitting Services is to provide safe and secure communities and to contribute to the economic vitality of the County by providing the highest quality of public service while ensuring compliance with Montgomery County's development and construction standards.

The Senior Permitting Services Specialist position will be responsible for performing detailed complex architectural and life safety work that encompass reviewing construction documents, specifications and for compliance with adopted codes and standards regulating the construction of commercial buildings and structures. The position will determine complex designs to ensure they meet requirements of established codes and standards; explaining technical and procedural requirements to clients, developers, engineers, architects, contractors, the public and other agencies through meetings and discussions conducted in the office or field; and enforcing the requirements of ICC International Building Code, NFPA Life Safety Codes, and other State, County and Federal Laws, codes and regulations relating to commercial buildings and structures.

This employee will recommend new/changes in standards, codes, regulations, and procedures. The employee will prepare analyses, reports, and correspondence on architectural/life safety/technical matters as well as explaining departmental positions on a variety of issues. The Specialist will meet with architects, engineers, developers, clients, surveyors, attorneys, contractors, peers, other government agency staff, public, and property owners as a subject matter expert to discuss/resolve code/policy compliance issues and maintain effective working relationships. The employee will apply analysis of a variety of unusual conditions in review of development projects from planning through implementation and will affect the proper and safe construction of structures and facilities County-wide; and will work effectively as a team member and handle multiple projects in a fast-paced atmosphere.

Most of the work is performed in an office environment, but the position performs other assignments at locations outside of the office that include independently conducting field investigations/inspections in environmental conditions that present moderate discomforts and risks. This position requires the ability to attend meetings or perform work at locations outside the office. The employee in this position applies effective communication, both orally and in writing.

This position may be filled as a Permitting Services Specialist II, Grade 24.Salary: $72,223 - $115,635

This position may be filled as a Permitting Services Specialist I, Grade 21.Salary: $63,642 - $101,175

If filled at the I or II level, there is a non-competitive promotional opportunity to a Senior Permitting Services Specialist, Grade 26.

This position is eligible for hybrid telework.

Minimum Qualifications

Senior Permitting Services Specialist, grade 26

Experience : Five (5) years of professional experience in an engineering/technical field appropriate to building construction.

Education : Graduation from an accredited college or university with a bachelor's degree in an appropriate engineering or technical field, such as construction management, fire protection, engineering, and architecture.

Equivalency : An equivalent combination of education and experience may be substituted.

If filled at the Permitting Services Specialist II, Grade 24 :

Experience : Three (3) years of professional experience in an engineering/technical field appropriate to building construction.

Education : Graduation from an accredited college or university with a bachelor's degree in an appropriate engineering or technical field, such as construction management, fire protection, engineering, and architecture.

Equivalency : An equivalent combination of education and experience may be substituted.

If filled at the Permitting Services Specialist I, Grade 21 :

Experience : One (1) year of professional experience in an engineering/technical field appropriate to building construction.

Education : Graduation from an accredited college or university with a bachelor's degree in an appropriate engineering or technical field, such as construction management, fire protection, engineering, and architecture.

Equivalency : An equivalent combination of education and experience may be substituted.

Medical : Applies to all levels: Selected candidate will be required to successfully pass a Medical History Review prior to appointment.

Preferred Criteria

There are no preferred criteria assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications.Those applicants who meet minimum qualifications will be rated "Qualified", placed on the eligible list, and may be considered for an interview.Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a "Transfer" candidate and may be considered for an interview.

  1. Active and current certifications from International Code Council or National Fire Protection Association in Commercial Plans Review, Commercial Inspection.
  2. Experience analyzing, designing, and reviewing Building and Life Safety Code of various use and occupancies.
  3. Experience applying the following national codes in daily work: Family of International Building Codes, National Fire Protection Association codes and standards as adopted by The State of Maryland and Montgomery County, including Accessibility.
  4. Knowledge and experience in County/State and International building codes and current construction procedures/technology.
  5. Experience in electronic plan review.
