Summary of Role:

Pathfinder International is seeking an experienced Management and Operations Director for the anticipated USAID-funded Global Health Social and Behavior Change (GH-SBC) Activity. The overall objective of the GH-SBC Activity is to improve health and development outcomes through increased implementation of theory-informed, evidence-based, locally-led social and behavior change programming and evidence generation across health and development areas.

The Management and Operations Director will report directly to the Project Director and will oversee management and operations of the project as a whole. They will have principal responsibility for command of management processes generally and USAID reporting and compliance requirements specifically and producing quality results on schedule.

This position is contingent upon project award and funding.

Key Responsibilities:

  • Oversee all aspects of project financial management, including financial systems implementation, budgeting, expenditure tracking, financial reporting, accounting, and cost share tracking and reporting;
  • Ensure continual review of internal and strategic controls, communications, risk assessments and maintenance of documentation;
  • Develop program budgets with technical teams and monitor budget pipelines;
  • Lead development of the project's granting component, including development of transparent procurement processes; grantee expenditure tracking; grantee capacity-building in fund management and reporting; etc.;
  • Provide timely and accurate financial reports to Pathfinder and USAID as required;
  • Support sub-recipients as needed to ensure sound financial management and operations;
  • Ensure that sub-recipients, sub-grants, and consultancy documents and procedures are completed in a timely manner and comply with Pathfinder and USAID policies and regulations;
  • Supervise finance staff including performance evaluation; develop staff capacity and facilitate professional growth;
  • Prepare quarterly and annual expenditure reports and prepare project pipeline estimates.
  • Maintain good working relationships with officials, government ministries, implementing partners, and the international and local NGO community;
  • Monitor country-level expenditures, identify and monitor implementation of any corrective actions needed;
  • Support country office finance and operations staff capacity building; and
  • Coordinate closely with the Pathfinder offices on administrative and financial matters and supporting risk mitigation measures.


Minimally Required Job-Specific Competencies:

  • Extensive financial and administrative experience working with US, international and/or host country non-governmental organizations. Experience strengthening the organizational capacity of host country institutions is strongly preferred;
  • Demonstrated experience (with progressively increasing responsibility) in managing financial and administrative systems and operations of development assistance programs;
  • Has a solid working familiarity with US government financial, contractual, and administrative regulations, policies and practices, and reporting requirements;
  • Excellent oral and written communication skills in English.

Required Education and Work Experience:

  • Master's degree in business, finance, international development, public health, or a related field, with at least twenty (20) years of experience in global public health and development, including senior-level management positions and experience managing large and complex projects implemented by multi-partner consortia.
  • Has at least five (5) years' in-country experience managing health and development programming in the Global South.
  • Has a demonstrated record of recruiting, managing, and developing personnel for large and complex projects;
  • Has a demonstrated record of overseeing/managing USG funding support to country-based, non-governmental organizations/civil society organizations to design and implement health and development programming;
  • Has at least five (5) years' experience managing the reporting and compliance requirements for large health and development contracts/subcontracts or agreements/sub-agreements that serve clients in LMICs funded by the U.S. Government; and
  • Has experience interacting with U.S Government agencies, including overseas offices.
