Part Time Classification Specialist

Job description

The Classification Specialist is responsible for evaluating position descriptions, completing evaluations, and providing recommendations on final classification decisions. In this key role you will work with a dynamic team of classification specialists and workforce planning specialists and analysts to support the National Credit Union Associations workforce planning needs.



Day to Day Responsibilities include:



  • Complete evaluations and recommends final classification decisions in accordance with the NCUA's Point Factor Evaluation System utilizing OPM standards for reference as appropriate for mission-critical occupations (MCOs). Develop and evaluate position responsibilities for all position actions and submission to authorized officials of the NCUA for review, approval, and/or certification, as appropriate. Apply classification standards and supplemental guidance to determine title, series and grade.

  • Writes and develops statements of difference, position descriptions, conduct desk audits, review accretion of duties requests and complete position reviews and prepare findings for classification decisions; and submission to authorized officials of the NCUA for review, approval, and/or certification, as appropriate."

  • Conducts audits and prepares written evaluation statements. Interprets and explains classification criteria, prepares and/or presents advisory opinions on the classification of positions. Provides advice and assistance with classification appeal procedures and assures that appeal packages are in compliance.

  • Plans, conducts, research, and gathers information in support of position classification and position management studies to identify long- and short-range personnel needs.

  • Assists with planning and implementing reorganizations. Advises on organization structures, classification changes, position/employee impact and related actions.

  • Prepares functional organizational statements to consolidate into a manual to identify key functions and mission focus for offices and regions within the agency.

  • Assists in organizing and updating the NCUA's Position Description (PD) library to include information about periodic position reviews and results.

  • Recommend design changes to the NCUA's PD library management system.

  • Performs job analyses and develops assessment tools in conjunction with supervisors or subject matter experts (SMEs).


Required skills and qualifications:


  • A minimum of 6 years Federal Human Resources experience.

  • At least 3 years' experience with Federal Classification and Position Management.

  • Demonstrated experience with MS Office Suite PowerPoint, Word, and Excel.

  • Demonstrated experience and knowledge of Federal Classification and Position Management laws, regulations, and policies.

  • Previous experience applying the full range of position classification and position management principles, concepts, practices, and techniques including special salary rates and classification policies.

  • Experience with making distinctions in the proper crediting of factor levels and allocation of grade levels/pay bands to positions.

  • Understanding of establishing organizational structures that are efficient, cost effective, support desired pay grade levels, and facilitate career development.

  • Highly Desired Exceptional organizational and planning skills.

  • Highly Desired Excellent communication skills with the ability to communicate across all levels of the organization.

  • Highly Desired Previous experience managing or influencing work of other.

  • Ability to maintain or obtain Public Trust Clearance.


This position is contingent on contract award, award expected April 2024.
