Human Resources Specialist

Job description

The Human Resources Specialist performs duties at the professional level in some or all of the following functional areas: policies and procedures; record keeping and documentation; HRIS; employee relations; recruiting, hiring and employment; benefits processing and scheduling; invoice processing. This position requires an extremely perceptive person who is capable of relating to individuals at all levels within the organization. The Specialist must be detail oriented and sensitive to organization and business needs as well as employee goodwill in support of the organization's Mission and Vision. This is a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Director, Human Resources.

This position works within the President's Office, which is responsible for ensuring the organization is striving to meet its mission, aligning the work with the values of the organization and effectively and efficiently managing day-to-day programmatic, operational and fiscal activities. Coordination of Board of Director activities, medical consultation and support, human resources and procurement are managed within the President's office, as well as oversight of select projects that cross all departments.

Essential Functions

Recruiting and Hiring:

  • Support the hiring function by creating and maintaining relevant documentation.
  • Process parts of the recruiting process on the recruiting platform as needed
  • Conduct phone screens
  • Work closely with and assist hiring managers throughout the process to ensure a positive hiring experience for everyone involved.
  • Process parts of the recruitment tasks as needed, for example creating interview kits, scheduling interviews, conducting reference checks, etc.
  • Schedule interviews per hiring manager requests.
  • Create interview kits and ensure receipt of all pertinent information prior to and after each candidate interviews.
  • Periodically and as needed, participate in interview teams.
  • Facilitate the pre-interview meeting/s with the interview team to train interviewers and elevate the quality of the interview
  • Process new hires on the HRIS and create necessary documentation, working in conjunction with the accounting department to ensure correct and timely payroll processing.
  • Manage the orientation and onboarding process:
    • Ensure that all new hires receive necessary information and attention per HR policy, processes and practice.
    • Ensure that employees gain an understanding of benefits plans and enrollment provisions.
    • Ensure correct and timely completion of new hire information and forms, including payroll and benefits.
    • Administer new hire process by communicating with hiring managers to ensure all needs are met.


Benefits and Payroll administration:

  • Manage the administrative functions of the annual open enrollment period including the following: arrange for distribution of information such as plan summary materials and required notices, assist with communicating changes to employees and arrange for onsite representation by providers. Train and assist employees with benefits enrollment as necessary to ensure correct and timely processing of information. Process changes and enrollments within deadlines.
  • Administer BHSB's benefits plans including enrollments, changes and terminations, by monitoring employee eligibility. Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions. Ensure that employees are well informed and have a good understanding of benefits offered by the organization.
  • Responsible for the correct processing of all invoices in a timely manner. Reconcile invoices and resolve discrepancies with providers, payroll and employees. Complete reports for management as requested.
  • Work in conjunction with the HR Director and the accounting team to ensure correct and timely payroll process.
  • Maintain all employee and applicant documentation and files as dictated by governing agencies. Process employee information from the recruitment stage through termination. Ensure compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audit Forms I-9.
  • Process employee terminations as necessary.


Providing HR support:

  • Provide appropriate support to staff and supervisors on different HR functional areas.
  • Partner with Director, HR with compliance reporting requirements as necessary. Knowledge of legal / compliance requirements and changes is required.
  • Partner with Director, HR in creating and maintaining HR department policies and processes.
  • Maintains and processes all unemployment notices in a timely, efficient manner.
  • Oversee different organization events that are the responsibility of the HR department.
  • Conduct employment verifications as needed in a timely manner
  • Provide technical support to internal and external stakeholders
  • Partner with HR Director and other stakeholders to complete various HR Department initiatives


Document Retention:

  • Maintain all employee and applicant documentation and files as dictated by governing agencies.
  • Process employee information from the recruitment stage through termination.
  • Ensure compliance with USCIS Form I-9 Employment Eligibility Verification;
  • periodically audit Forms I-9.
  • Ensure consistently compliant and updated employee personnel files
  • Maintain updated employee records on the HRIS system as well as in all other necessary formats

  • Serve as part of BHSB's disaster response team as needed, in any capacity that is needed.
  • Perform other duties as assigned.


Knowledge and Skills

  • Bachelor's Degree (preferred but not required)
  • Three (3) years of direct and/or related HR experience in various functional areas.
  • Proven experience in the processing of HR programs.
  • PHR certification and/or SHRM-CP preferred
  • Detail-oriented and with demonstrated ability to analyze, produce and present relevant information.
  • Understanding of relevant legal requirements in relation to employment law and its application to the department's day-to-day work, company policy documentation and staff welfare.
  • Able to work in a collaborative work environment
  • Knowledge and familiarity with racial equity and inclusion principles: Recognizes ways that race and other identities intersect in the work. Supervisory Requirements: This position has no supervisory responsibilities.

This role may require travel to other locations for meetings and other business-related needs.Ability to travel locally 5% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase. The starting hourly/ annualized salary rate for this position is $62,360.

The benefits plan includes comprehensive Medical and HRA, Dental and Vision coverage, as well as a choice of 4 FSA plans and an employee paid Legal benefit. BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday. Medical plan participants receive a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.
