This position is located in the Treasury Inspector General for Tax Administration's (TIGTA) Office of Mission Support (OMS), Human Capital and Personnel Security (HC&PS), Personnel Security (PERSEC).

You will report to the Director, HC&PS and serves as the Personnel Security Officer (PSO) with supervisory control over and responsibility for the planning, development, implementation, and oversight of the Federal PERSEC and National Security Clearance (NSC) programs at the TIGTA.

As a/an Security Officer, you will:

* Advise the Inspector General (IG), the Principal Deputy IG (PDIG), the Deputy Inspector General for Mission Support/CFO (DIGMS), other members of TIGTA's Senior Executive Service, managers, and first line supervisors on Federal PERSEC and NSC policies and practices as needed.

* Plan, organize, and direct the work of the TIGTA PERSEC and NSC programs. Determines optimal TIGTA PERSEC budgetary and personnel requirements. Directs the development, dissemination, and maintenance of policies, plans, procedures, guidelines, and standards relating to Federal PERSEC and NSC programs.

* Design, establish, and oversee the TIGTA Federal PERCSEC program to ensure all employees meet personnel suitability security requirements in accordance with the Federal governance model.

* Supervise PERSEC team, plan, assign, prioritize, and review work; allocate assignments based on assigned program area of responsibility and considering the nature and complexity of the assignment and the team member's skill level.

** Qualifications**

You must meet the following requirements by the closing date of this announcement.

**Specialized Experience: For the GS-14**, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service**.** Specialized Experience for this position includes:

**- Providing leadership and direction in the areas of information security, industrial security, personnel security, operations security, and security administration of programs; AND

- Directing and supervising the design, formulation, and establishment of policies, procedures and systems pertaining to personnel security, information security, industrial security, and operations security; AND

- Providing technical advice and assistance concerning security protocols, management policies and procedures, investigative standards, security systems, and credentialing requirements; AND

- Applying suitability and national security concepts, principles, and practices.**

**Time-in-Grade:** In addition to the above requirements, you must meet the following **time-in-grade requirement**, if applicable:

**For the GS-14**, you must have been at the GS-13level for 52 weeks.

**Time After Competitive Appointment**: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. **Education**

**CONDITIONS OF EMPLOYMENT:**

* A one year probationary period may be required.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against the Coronavirus Disease (COVID-19) regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exemptions as required by law. If selected for this position, you will be required to be vaccinated against COVID-19 and submit proof of vaccination by November 22, 2021. If you are scheduled to onboard after November 22, 2021, before appointment or onboarding you will be required to provide a copy of documentation/proof of vaccination prior to receiving a final job offer.
