Job description

M.C. Dean is seeking a highly competent Network Engineer to assist on the design and maintenance of its network of specialized hardware, the selectee will be expected to provide a high level of service to a demanding workforce with specialized hardware and software needs.

Duties will include:
  • Collaborate with team members and help prioritize requests from researchers and mission organizations.
  • Assist in the planning, design, and documentation of the computer environment.
  • Oversee the installation, configuration, and maintenance of hardware and software, fault diagnosis, and restoration after faults.
  • Establish and maintain professional relationships with partnering network managers and system administrators, customers, and professional colleagues both internal and external to the Agency.
  • Execute and maintain the continuous monitoring strategy (ConMon) for documented security compliance requirements.
  • Conduct audits and technical reviews to identify and mitigate potential security weaknesses.
  • Working knowledge of NIST 800-53 controls and DOD Risk Management Framework (RMF) Practices.
  • Understanding of Cyber Security policies, FedRAMP and/or other US Government Assessment and Authorization (A&A) processes and procedures.
  • Reviews plans and specifications for all new facilities that include ICS network equipment to ensure proper design and installation criteria are met.
  • Analyzes, extracts, combines, interprets, and summarizes data from various sources to generate analytical reports in tabular and/or graphical form for operational, management, or executive ICS network related decisions.
  • Implements and manages monitoring and alerting solutions for ICS and Operational Technology networks.

Job Summary

The Network Engineer will play a unique role in enabling M.C. Dean to effectively support its customers while providing experienced technical support to its internal employees. Network Engineer assists in the planning, designing, managing the configuration, identifying network faults, restoring service after faults occur, and the performance and security of operational networks. Additionally, the network engineer will assist in hardening and configuring new network / computing devices before getting deployed into the field.

Qualifications

The qualifications listed are the minimum acceptable to be considered for the position:
  • Bachelor's Degree must be in Network Engineering, Systems Engineering, Information Technology, or related field (e.g., General Engineering, Computer Engineering, Electrical Engineering, Computer Science, Computer Forensics, Cyber Security, or Software Engineering) with 5-7 years of experience.
  • Relevant experience must be in using specialized test equipment and network analysis tools (e.g., ping trace-route, network management software, and loopbacks).
  • Experience with Industrial Control Systems (ICS) and Facility Related Control Systems (FRCS).
  • Other experience must include network engineering (i.e., design/analysis of networks, routers, switches, firewalls, protocol), network system administration, DoD hardening tools (STIGs/SRGs) or installing and configuring networks, routers, and firewalls.
  • Must be able to obtain or hold a Top Secret / SCI Polygraph clearance with the United State Government.
  • Candidates must hold an approved DoD 8570 certification (i.e. CISSP, CISM, CCNP, etc.).

Competencies
  • The ideal candidate will be comfortable working with network switches and firewalls, HPC and GPU systems, and customization of hardware and/or software components; recommending and scheduling security-related patches and ensuring compliance, at all times, with M.C Dean's IT security, compliance, and oversight requirements; alerting system owners and Information Systems Security Officers to any security incidents or violations; and, examining network vulnerabilities and determining actions to mitigate them.
  • Additional duties could include writing, editing, and maintaining network management documentation.
  • Holding additional network and security certifications is desired (i.e., Linux, CompTIA Network/Security, CASP CE, CCDE, CCNA, CISM, etc.).
  • Specific technical responsibilities and competencies include:
    • Knowledge of computer operating systems, hardware, and software (to include HPC, GPU, Linux, and Windows)
    • Troubleshooting networks, computers, and peripheral devices to isolate causes of failures or problems.
    • Expertise with network communications and network security
    • Proficiency in routers, switches, firewalls, and VPNs
    • Serving as the primary contact for network and system performance, availability, and security
    • Managing, monitoring, and controlling networks (to include security, fault management, configuration, performance, and accounting of computer systems, processes, and networks)
    • Coordinating and directing recovery and restoration activities for IT services
    • Consulting, tasking, and coordinating with external organizations to resolve network, system, server, or other problems.
    • Monitoring and maintaining integrity of data, reports, and interfaces in Information Technology (IT) systems.
    • Providing timely and accurate responses to requests for assistance, information, products, or services.
