Job Description:

ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency s (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet DHS requirements.

ECS is seeking a Senior Manager to serve as the Transformation Business Analyst Lead for the new CDM Data Services Program. In this role, you will oversee a team of 10+ resources assigned to over 100 Federal Agencies, to facilitate their successful transition to the new CDM Data Services solution. You will be responsible for leading customer experience efforts to ensure an effective, positive end-to-end experience with CDM products and services, communicating and collaborating effectively across teams and defining processes for effective delivery of business analysis and business transformation services. You and your team will be responsible for:

  • Customer requirements elicitation and refinement, documentation, communication and validation.
  • Serving as an advocate and project coordinator for multiple agencies, acting as a liaison between the customer/stakeholders and the engineering team, to ensure Agency requirements are satisfactorily implemented into production environments.
  • Building excellent relationships with stakeholders; fostering a positive customer experience and prescribing / implementing continuous improvement to maximize success.
  • Organizing agile backlogs to include developing definitions of done and acceptance criteria.

As a leader within our team, you will be expected to ensure total program success through workforce management (hiring, supervisory responsibilities, coaching / mentoring), fostering positive client relationships and advancing both mission and business objectives through proactive risk and opportunity management. Our leaders must demonstrate expert level communication skills with both technical and non-technical personnel, both oral and written.

Required Skills:

  • Demonstrated progressive leadership growth within one or more Federally-focused organizations.
  • Demonstrated success in building and leading teams to achieve enterprise transformation objectives within a federal systems integrator environment.
  • Expert level expertise in requirements management including elicitation, documentation, and traceability to solution implementation, design artifacts, documentation, and tests.
  • Demonstrated excellent project management and account management capabilities including: customer-centric attitude, ability to lead evaluation of scope, staffing, risk, dependencies, communications, and quality.
  • Demonstrated knowledge of the Federal cyber security and enterprise implementation domains to include: governance and risk management, IT configuration and change management, systems migrations and enterprise transformation.
  • Expert level ability to articulate complex technical solutions and processes to a variety of technical and and non-technical stakeholders.
  • US citizenship and ability to acquire DHS Suitability.

Desired Skills:

  • Demonstrated experience and success managing the development and operations of IT solutions in large and complex application environments, preferably for the Federal Government
  • Demonstrated experience and understanding of Agile delivery methodologies and tools, including Atlassian Jira and Confluence.
  • Experience planning and executing work in an Agile Environment, especially using the Scaled Agile Framework (SAFe)
  • Experience delivering Federal cyber security solutions
