Due to federal contract requirements, United States citizenship and an active TS/SCI security clearance is required for the position.

The Day-to-Day:

Assists in the planning and conduct of operation assessment (OA) for priority. Command cyberspace missions as directed. Assists in the development of OA plans and approaches, the collection and analysis of information and intelligence, and the communication of feedback and recommendations. Develops assessment criteria to include data thresholds, metrics (e.g., measures of performance, measures of effectiveness, and indicators), and relative weights associated with desired effects or conditions to support OAs of combatant command (CCMD) and subordinate component command operation orders (OPORDs). Conducts ad hoc gap and/or operational trends analysis to inform future planning and resourcing decisions. Researches, develops, and coordinates reports and publications as required. Participates and provides technical assistance to Joint Planning Groups (JPGs), Operational Planning Groups (OPGs), and Operational Planning Teams (OPTs) to integrate OA frameworks and methodologies, or develop and integrate cyber capabilities, into plans in support of CCMD planning efforts.

Description:

Experience and expertise in providing inputs to maintain operation assessment equities during the development of cyberspace operations TTPs, CONOPs, COAs, operation plans, operation orders, or contingency plans in at least one of USCYBERCOM's Lines of Operations (e.g., Defensive Cyberspace Operations (DCO), Offensive Cyberspace Operations (OCO), or DoD Information Networks (DODIN) Operations)

Provides input to briefings, transition-to-execution concepts, and assists in the coordination of joint operational planning in support of training, exercises, and contingency planning and operations.

Provides input to address shortfalls, prioritize and validate requirements, and be prepared to modify development planning efforts based on the changing cyberspace environment.

Assists in the development of plans and orders through the application of operational art and operational design, and by using the JPP (Joint Planning Process), within the milestones, deliverables, and interaction points for plans developed using Joint Operations Planning and Execution System (JOPES) activities.

Reviews strategies, doctrine, policies, directives, and instructions from higher echelon headquarters and makes recommendations to ensure compliance and/or consideration in planning efforts.

Contributes to the development of exercise scenarios, exercise operational plans, and other required documentation to support planning and execution to accomplish USCYBERCOM exercise training priorities.

Basic Qualifications (Requirements):
    • Active TS/SCI security clearance and Counter-Intelligence polygraph conducted in the last 5 years.
    • Minimum two (2) years of experience as a Joint Operations Planner
    • Working knowledge of the Joint Planning Process (JPP) and joint planning formats and guidance
    • Minimum of Bachelor's Degree from an accredited college or university
    • Minimum specialized education in military joint operations planning through the Joint Professional Military Education Phase I (JPME I; e.g., service staff college or intermediate level education) from a Chairman of the Joint Chiefs of Staff (CJCS) accredited joint education program listed in CJCS Instruction 1800.01E (The Joint Information Officer Planning Course (JIOPC), or other similar civilian/military operational planning courses that are approved by the TPOC, may be substituted for JPME I)
    • Strong attention to detail and organizational skills
    • Excellent communications skills
    • Strong analytical and problem-solving skills
Additional Capability Requirements:
    • Exhibits an understanding of operational design, joint operations planning, and JOPES.
    • Possesses an understanding of planning methodologies and applications in all phases of military operations.
    • Knowledgeable of and participates in all phases and steps of the JPP.
    • Knowledgeable of cyberspace operations planning activities coordination through the Integrated Joint Special Technical Operations (IJSTO), to include Evaluation Request and Response Messages, SAP procedures, and the Review and Approval Process for Cyberspace Operations (RAPCO).
Preferred Qualifications (desired not required):
    • Combat Mission Team or Cyber Protection Team experience
    • Joint Cyber Operations Planner Course or Joint Network Attack Course graduate
