Senior Computer Systems Engineer / Architect

Job description

Responsibilities

Key Responsibilities:
  • Leveraging Agile application development framework, DevOp capability, USAID Cloud Architecture, and Cloud-native capabilities to migrate legacy applications to cost effective Cloud environments.
  • Articulating the architectural vision, conceptualizes and experiments with alternative architectural approaches, creating models and component and interface specification documents, and validating the architecture against requirements and assumptions.
  • Performing information technology readiness testing for all equipment, software, and services required by BHA staff to ensure that at the time of a disaster response activation, services are reliable, available, and timely for all Bureau of Humanitarian Assistance (BHA) staff.
  • Working with various product developers, product managers, and customer application experts to create software products containing required features and modifications.
  • Providing technical advice to stakeholders and others within the organization and may be responsible for integrating components built by product developers.
  • Assisting in migrating legacy tools to the cloud while delivering new while continuously adding new capabilities for legacy applications and users
  • Updating detailed requirements, system architecture, system/interface design, system configuration, and system/user process documentation.
  • Designing, developing, testing and implementation new products, applications and services based on approved requirements and architectural guidelines.
  • Analyzing and making recommendations for improvements to existing software regarding database performance, stability, usability and scalability.
  • Updating the Agency's ITSM Tool (ServiceNow ) Technical Architecture Document (TAD) for a major release or upgrade.
  • Coordinating with the Agency's ITSM Tool (ServiceNow ) team on architectural changes to core software tables.
  • Participating Engineering Review Board (ERB), Architectural Review Board (ARB), and Software and Hardware Request (SHR) processes and meetings to share information, review documentation, and ensure any impact to operations is coordinated throughout.
  • Expanding the use of existing software or modules to support current and ongoing projects and engagements, and new demands.
  • Collaborating with staff scientists, legacy code decomposition architects, other software architects, development and test leads, infrastructure team, and scrum masters.
  • Supporting the integration of SaaS, PaaS, and COTS/GOTS product configuration/APIs/ web services with USAID infrastructure to help meet USAID security and audit requirement.

Qualifications

Basic Qualification:
  • U.S. Citizen; eligible for U.S. Secret Security Clearance.
  • Bachelor's degree with 8 to 11 years, or master's degree with 6 to 9 years, or PhD with 3 to 6 years' experience is required.
  • Minimum, 8 years of progressive experience with software development, with at least 3 years functioning as a Software Architect/IT systems architect, with extensive knowledge or understanding of software and applications design and related architecture(s), including best practices.
  • Experience ensuring software meets all requirements of quality, security, modifiability, extensibility etc.
  • Experience in software development and coding in various languages such as: Java, JavaScript, as well as others like C, C++, Python, etc.
  • Highly skilled with extensive proficiency and a firm understanding of the following: Cloud deployments, DevOps, Software Development and Modern UI Frameworks.
  • Excellent knowledge of modeling and engineering methodologies such as UML and DoDAF.
  • Experience in designing modern applications that can be effectively deployed to the Microsoft Azure and AWS Cloud.
Preferred Qualifications:
  • Recent experience supporting USAID or similar complex software development environment.
  • A technical mindset with superior attention to detail & high quality organizational, communication, and leadership skills.
  • Ability to decompose and distill complex requirements into workable features to be given to other Software Engineers for Development
  • Experience with Cloud Software as a Service (SaaS) and knowledge of software applications running on a cloud infrastructure.
  • Microsoft Azure or AWS Architecture Certification or similar experience.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
