Budget Analyst with Security Clearance

Job description

Our client is seeking a Budget Analyst to support our NGB-J53 State Partnership Program (SSP) International Affairs Service Customer at the TARC in Arlington, VA. Requirement: Proficiency using Microsoft office applications (Power Bi, Excel, PowerPoint, Word, Outlook, Teams) to generate senior leader briefing packages.
Excellent verbal communication skills to conduct senior leader briefings.
Minimum 2 years experience in National Guard, Army, or Air Force budget and resource analysis.
Must have a minimum 5 years experience working with Planning, Programing, Budgeting, and Execution process (PPBE) within DOD.
Familiarity with Defense Travel System (DTS), RM Online.
Proficient knowledge of Air and Army National Guard funding appropriations and budget allocation processes.
Secret Security Clearance.
U.S. Citizen. Preferred Requirement: NGB, ARNG, ANG Joint Staff resource management experience.
Responsibilities: Provide financial and budget analysis support to ensure the SPP is properly resourced and that resources are executed in compliance with applicable law and policy.
Attend budget working group meetings and develop SPP spend plans.
Identify requirements and related support costs for Program Objective Memorandum (POM) submissions, draft annual POM strategy report, and prepare additional documentation to support the POM process for the SPP.
Prepare the SPP annual budget forecast, quarterly funding overviews, and weekly status of funds reports.
Support development and implementation of the SPP Resource Allocation Model and draft annual SPP Funding Guidance Memorandum.
Develop and apply quantitative and qualitative analytical techniques to evaluate the success of programs and achievement of objectives.
Provide a Draft End-of-Year SPP program funding Close-Out Slides.
Provide a SPP Budget Forecast Spreadsheet.
Assist with the programming side of DoD budgeting. Attend and participate in the SPP Budget Working Group meetings, as well as attend and participate in any other Working Group meetings as defined and directed by the PWS. Education: Bachelor of Science Business Administration, Business Management, or Accounting.
